This is a Permanent Exempt appointment not to exceed three (3) years. However, appointees would have an opportunity to reapply for an additional term. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.  This is a full time, 40 hours per week appointment.

The current position is located at the San Francisco Department of Emergency Management (DEM) in the Urban Areas Security Initiative (UASI) Division.  DEM manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grants distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. Job Description

The Training and Exercise Project Manager, under immediate supervision of the Training and Exercise Regional Program Manager, will manage the day-to-day operations of the Bay Area Training and Exercise Program (BATEP) ensuring training & exercise activities are compliant with UASI grant guidelines, in alignment with the Homeland Security Exercise and Evaluation Program (HSEEP), and support current Bay Area goals and priorities as approved by the UASI Approval Authority.

The Training and Exercise Regional Project Manager oversees and executes all programmatic tasks associated with the application for and distribution of federal and state grants, including maintaining records, negotiating deliverables and timelines for projects, and creating agreements outlining contract amounts and terms. The Training and Exercise Regional Project Manager will be responsible for managing, coaching, and mentoring staff positions associated with BATEP, including internships. This position will direct the BATEP Course Coordinators and Administrative Specialist to ensure proper administration, documentation, and customer support for the implementation of 200+ training courses annually. The Training and Exercise Project Manager is responsible for program manuals, annual and quarterly reports, work group facilitation, program evaluation and development of improvement recommendations among other tasks.

Specific and essential duties:

  • Manage and coordinate the day-to-day operations of the BATEP resulting in 200+ training courses administered within the region annually
  • Monitor and support training course administration including student registrations, vendor procurements, and grant compliance documentation
  • Supervise BATEP customer support operations
  • Direct discipline specific training coordinators to ensure effective allocation of funding resources
  • Compile and track ongoing training needs across UASI work groups and other program stakeholders
  • Develop, implement, and update program documentation with support from the Training and Exercise Administrative Specialist including:
    • BATEP Integrated Preparedness Plan
    • BATEP Program Manuals
    • BATEP Course Catalog
    • Annual course calendar
    • Work Group Annual Plan and Charter
    • BATEP monthly bulletins
    • BATEP annual and quarterly reports
  • Develop and monitor administrative support contracts
  • Develop and monitor functional and full-scale exercise contracts / after action reports
  • Facilitate Work Group discussions
  • Provide program briefing presentations
  • Perform program evaluation and develop improvement recommendations
  • Perform other duties and responsibilities as assigned.

Schedule/Hours: Typically, Monday - Friday from 8 am - 5 pm. May include occasional weekend, evening, holidays, and on-call hours based on needs of the department. Telecommuting may be available at the discretion of DEM management pursuant to the City’s Telecommute Policy.

Qualifications

Education: Possession of a Bachelor’s degree from an accredited college or university; AND

Experience:  Five (5) years of experience in a lead, supervisory, or project management role which includes grant compliance experience, organizational performance monitoring, training course coordination, and/or multi-year strategic planning.

Qualifying experience must include at least three (3) years supervising professionals.

Education Substitution: Additional qualifying work experience in a lead, supervisory, or project management role which includes grant compliance experience, organizational performance monitoring, training course coordination, and/or multi-year strategic planning may be substituted for the required education on a year-for-year basis for up to two (2) years (One year of work experience is equal to 30 semester or 45 quarter units).

Experience Substitution: Possession of a Master’s degree in Business, Public Administration, Public Safety, Emergency Management, Public Health, or a closely related field may substitute for one year of experience (but may not substitute for the required supervisory experience). 

Desirable Qualifications

  • Demonstrated project leadership experience (i.e., Project Management Professional (PMP) certification).
  • Ability to organize program data and project tasks in a collaborative environment to ensure success of the team and accuracy of communications to external partners.
  • Excellent written and verbal skills with ability to track and accurately respond to numerous communications across mediums such as email, phone, chat functions, etc.
  • High-functioning, responsive, professional work ethic.
  • Proven experience in fiscal management and oversight of large budgets.
  • Proficiency with the Microsoft Suite (especially Excel, SharePoint, Teams, and PowerPoint).
  • Ability to prioritize tasks and manage time to meet competing demands.
  • Strong ability for producing clear, concise, and well-organized reports for various audiences requiring minimal review by the Program Manager.
  • Familiarity with the Homeland Security Exercise and Evaluation Program (HSEEP) and the Integrated Preparedness Planning Cycle.
  • Familiarity with Homeland Security Grant Programs and the ability to manage records and data pursuant to grant guidelines.
  • Completion of Master Exercise Practitioner Program (MEPP)
  • Certified Emergency Manager (CEM)

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
