Job Description

Under the direction of the Senior Manager of Performance in the Chief of Staff Office, the Performance and Analytics Manager is responsible for planning and managing the development and implementation of performance reporting, visualizations, business intelligence, and process improvement efforts at the SFMTA. Major areas of responsibilities include:

  • Leading development and implementation of the SFMTA's strategic plan metric reporting on service delivery, operational efficiency, financial stability, and customer and employee satisfaction reflects the agency’s strategic priorities, supports the Director of Transportation and management decision-making needs, and fulfill external and internal mandates.
  • Developing compelling visualizations that enable managers and staff to leverage insights for decision-making and support storytelling to translate agency data into understandable terms.
  • Managing business intelligence solutions that provide self-service performance dashboards to business units across the agency, including supporting partner divisions’ data analytics needs.
  • Creating dashboards highlighting performance metrics, facilitating and staffing monthly statistics driven operational performance review meetings, and coordinating with staff across the agency to ensure timely follow-up and accountability for response.
  • Conducting best practices research and process improvement projects to improve the efficiency and effectiveness of agency operations.

 

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

  • Plans, monitors, evaluates and supervises the operations of the Performance and Process Improvement team, including the directing of staff through performance planning, monitoring, and evaluation.
  • Manages the SFMTA's Strategic Plan Metrics program, including the collection and analysis of Agency performance data involving cross-organizational contributions of 30+ staff; directs the preparation of monthly and annual performance reports and dashboards; directs the gathering and analysis of information and reports necessary to track Agency performance.
  • Plans, coordinates and staffs a series of executive performance management meetings aimed at improving operational effectiveness and efficiency; advises and consults with agency managers to address performance analysis findings; and makes recommendations to executive leadership for response actions to improve operations and procedures.
  • Directs staff in developing, managing and expanding enterprise business intelligence (Bl) software systems to enable SFMTA staff to access and utilize Agency data to perform self-service data analysis; develops, implements and maintains policies and procedures related to the management and use of Bl software and data governance/stewardship; establishes monitoring practices and controls in order to ensure effective operation and performance of Bl software platform.
  • Leads process improvement projects to improve the agency’s operations including internally facing efforts to increase efficiency and effectiveness along with benchmarking and best practices research and analysis focused on peer organizations.
  • Develops and administers the budget for the Performance and Process Improvement team; forecasts budget needs; directs the allocation of resources to achieve timely outcomes and measurable goals within budget; approves expenditures; and adjusts plans to meet emerging programs while continuing to address SFMTA priorities.
  • Serves as a liaison for the SFMTA in a performance reporting and data analytics capacity to colleagues and officials at peer organizations, including other City departments, state and federal agencies and organizations.
  • Oversees the preparation of semi-annual performance data reporting to the Office of the Controller and Office of the Mayor.
  • Monitors and evaluates the effectiveness and efficiency of the Performance and Process Improvement program, identifies and recommends alternative approaches or improvements, and implements revisions, adjustments and changes.
  • Oversees the provision of data analysis and business intelligence solutions to peer business units and Agency leadership upon request.
  • Performs other duties and responsibilities as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

 

  1. Possession of a baccalaureate degree from an accredited college or university; AND
  2. Five (5) years of professional-level experience in visualization, business intelligence, performance reporting, and/or performance measurement; AND
  3. Three (3) years of the above experience must include supervising professional-level staff or this supervisory experience may be gained outside of visualization, business intelligence, performance reporting, and/or performance measurement.

 

Substitution

Additional qualifying experience may be substituted for the required education on a year-for-year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

 

DESIRABLE QUALIFICATIONS:

  • Possession of a Master's Degree in Public Policy, Public Administration, Economics, Planning, or a related field from an accredited college or university.
  • Proficiency with Tableau, PowerBI, or other dashboard software, SQL, Alteryx; and Excel
  • Advanced skill in data analysis, business intelligence and relational database software.
  • Ability to manage, plan, organize, and direct complex functional areas of responsibility.
  • Ability to identify problems and formulate and implement effective solutions to complex issues and problems.
  • Ability to develop, establish and implement goals, objectives and policies/procedures for assigned area of responsibility.
  • Ability to take initiative and be creative in developing and introducing new ideas and programs.
  • Ability to use tact, discretion and diplomacy in dealing with sensitive situations.
  • Ability to establish and maintain effective working relationships with government officials, Agency staff and members of other departments and agencies.
  • Ability to effectively represent the Agency before boards and commissions in public meetings and hearings.
  • Ability to present facts clearly and concisely orally and in writing and prepare and present comprehensive reports.
  • Knowledge of principles and practices of organization, administration, fiscal and personnel management as well as Federal, State and local laws, rules and regulations pertaining to functional area of responsibility.
