Job Description

Under direction, the Hazardous Materials / Hazardous or Medical Waste Senior Environmental Health Inspector conducts complex and difficult inspections and surveillance of dwellings, business establishments, facilities, construction/demolition projects, industrial plants, hazardous materials and waste sites, medical providers and laboratories, and other areas in order to rectify violations and enforce established regulations. May supervise Environmental Health Inspectors and other support staff engaged in enforcing the provisions of federal, state and local ordinances and laws pertaining to health, safety and environmental hazards

Essential duties include:

  1. May supervise a team of Environmental Health Inspectors assigned to a district engaged in the enforcement of the provisions of various codes, orders, ordinances and laws pertaining to health, safety, environmental hazards or conditions; enforces local health, housing, and noise ordinances and codes; state health and safety codes as delegated to the local agency or the local Certified Unified Program Agency (CUPA). 

  2. Conducts routine inspections and investigations of hazardous materials and waste facilities, contaminated properties or development projects subject to investigation, mitigation, or remediation, or dust generating construction/demolition projects to determine compliance with applicable codes, laws and regulations; conducts field tests and acquires samples for laboratory analysis; manages an inspectional district of assigned facilities;

  3. Issues violations and orders corrective actions; drafts complaints for the purpose of administering administrative civil penalties; 

  4. Reviews plans and applications for the installation, repair/upgrade and/or closure of underground storage tanks; reviews and processes documents submitted in the California Environmental Reporting System (CERS);

  5. Prepares technical, specialized reports and program plans by gathering and compiling statistical and other supporting data; and provides information and education to the public, business owners and operators and/or their agents regarding proper hazardous materials and waste management, and medical waste management. 

  6. May have specialized program responsibility on a countywide basis in areas such as industrial hygiene, noise abatement, environmental hazards, institutional inspections, hazardous/medical waste, underground storage tanks, aboveground petroleum storage tanks, and site assessment, mitigation and remediation. 

  7. Facilitates and oversees removal of hazardous wastes. 

  8. Oversees site assessment and mitigation or clean up cases involving mitigation, remediation, or proper sampling of chemical contaminants in soil, soil vapor or groundwater 

  9. Reviews and approves technical work plans and reports for site assessment and mitigation or clean up cases, which involve reviewing and evaluating data from collected soil, soil vapor, and groundwater samples with respect to applicable local, state, and federal environmental risk management criteria. 

  10. Attends meetings, educational conferences, and makes environmental health presentations to businesses, government agencies, colleagues, and other groups. 

  11. Prepares legal notices of violations; issues citations and prepares cases for hearings; testifies as a witness in court litigation; performs duties related to the issuance, denial, suspension and revocation of permits. 

  12. Interprets environmental health code provisions; coordinates environmental health requirements with other departments and bureaus; and performs related duties. 

Qualifications

Minimum Qualifications

  1. EDUCATION: 

    Possession of a baccalaureate degree from an accredited college or university with at least 30 semester units in, or a major in one or more of the following disciplines: Biology or microbiology; Chemistry, chemical engineering; Physics, physical science; Environmental science; Geology or soil science; Environmental health; Environmental or sanitary engineering; Toxicology; Industrial hygiene; Hazardous materials management; Fire science, fire technology.
     
  2. EXPERIENCE: 

    Four (4) years of experience in hazardous materials, hazardous waste, site mitigation and/or medical waste as a technician or inspector in an environmental health agency or related regulatory/service agency, or as a professional consultant in the environmental health industry; OR
    Two (2) years of experience as an inspector in a Certified Unified Program Agency (CUPA).
     
  3. LICENSE  AND CERTIFICATION: 
    • Possession of a current HAZWOPER Certification. 
    • Possession of a valid California driver's license.
    • Employees hired to positions assigned to CUPA must obtain and maintain a CA UST Inspector Certification issued by the International Code Council (ICC) within 180 days following appointment.  

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) 
Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ). This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications. Applicants will be required to respond to the MQSQ in the time frame indicated, and submit their answers as directed. 

Written Performance Exercise (Weight: 100%)
Qualified candidates will be invited to participate in a written performance exercise designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to:

  • Knowledge of:
    • Environmental sciences, such as bacteriology, chemistry, toxicology, food science and ecology;
    • Federal, state and local environmental health laws and regulations; and
    • Field inspection techniques.
  • Ability to:
    • Identify problems,
    • Set priorities and formulate solutions;
    • Train, evaluate, and discipline staff;
    • Communicate orally and in writing to other departmental staff, various agencies and the general public; and
    • Provide information and education regarding environmental health issues.

Certification 
The certification rule for the eligible list resulting from this examination will be the Rule of Three Scores.   

Eligible List/Score Report
Once you pass the exam, you will be placed onto an eligible list and given a score and a rank. (More information here.)  The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
