Systems Division of the Controller’s Office:
The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence.  These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers).  Peripheral and legacy applications also leveraged by the division include Oracle Identify & Access Management, Sherpa Budget Formulation & Management, Phire Architect, Control-M, and FreshWorks.  The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities.

Job Description

SF Procurement Team
Within the Systems Division, the SF Procurement Team supports the PeopleSoft Financials & Supply Chain Management (FSCM) enterprise resource planning system suite with an emphasis on the Procurement modules: Inventory, Mobile Inventory Management, Purchasing, Strategic Sourcing, Supplier Contract Management, eProcurement, eSupplier Connection.

The Role
The SF Procurement Team is looking for a motivated individual to support the Inventory & Catalog PeopleSoft applications. The position will perform and participate in a range of business systems analysis tasks including: documenting, tracking and assessing common and unique requirements across City departments; interviewing users and conducting user workshops; designing and documenting business requirements into functional specifications; testing functionalities; developing training curriculum and business/technical job aids for user system adoption; and providing user support for on-going troubleshooting, training and system maintenance. The position will interact and coordinate with the SF Financial Team and other teams within the Systems Division, stakeholders from City departments and management staff across the City.

Under general direction, the incumbent is responsible for the following responsibilities, including but not limited to:  

  • Gathering business requirements, diagramming business processes and policies, and performing fit/gap analysis;
  • Linking business processes with the setup and business rules of the PeopleSoft modules;
  • Understanding the processes and methods employed to perform requirements gathering, fit/gap analysis, and test planning;
  • Defining, documenting, and implementing application configuration settings
  • Performing complex data analysis;
  • Strong understanding of Peoplesoft Inventory, inventory control methods and stock replenishments are critical for this role;
  • Maintain inventory item catalogs, including item creation, pricing, and supplier information;
  • Comprehensive understanding of the end-to-end flow from requisitions to inventory management;
  • Proficient in the integration of Cost Accounting with PeopleSoft Inventory to capture and allocate inventory costs, ensuring proper cost accounting and financial reporting;
  • Collaborate with cross-functional teams, including development, networking, and city-wide departments on enhancements and projects;
  • Troubleshoot and resolve production system issues by working with various stakeholders, such as requestors, purchasers, and fund accountants;
  • Perform functional testing by creating, maintaining, and executing test scripts.
  • Develop and execute PeopleSoft Test Framework (PTF) scripts;
  • Proficient with Oracle SQL Developer, PeopleSoft Application Designer and Query Manager;
  • Follow the system development lifecycle, internal policies, and procedures;
  • Develop and maintain internal documentation of all system related; interfaces, configurations, and extensions;
  • Develop job aides to guide city-wide users with step-by-step guidance for successful task completion;
  • Advise and train staff and other stakeholders on inventory system features and functions;
  • Performing other duties as assigned.

Qualifications

Education:

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:

Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Desirable Qualifications:

The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Knowledge and experience with project management, functional, technical, or operational support of Oracle Interaction Hub (iHub), PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), or Oracle Business Intelligence
  • Experienced with Microsoft Project (Desktop or Online version)
  • Experienced with RAPID decision making
  • Experience in managing cross-functional initiatives through influence versus direct management
  • Experience managing procurement improvement and/or technology projects with aggressive schedules
  • CPM, CPSM, Scrum, Lean or similar credential
  • Knowledge of IT service delivery methodologies, such as ITIL, for mid to large scale organization
  • Experience with setting performance standards, creating policies and procedures, and managing the work environment for professional level staff
  • Excellent communication skills
  • Advanced SQL skills
  • ERP system design and support knowledge
  • Proficient with Oracle SQL Developer, PeopleSoft Application Designer and Query Manager;
