What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.

Job Description

The HSH Privacy and Data Sharing Officer develops, updates and oversees compliance with the Department’s privacy policies, procedures, data sharing agreements and related resources. This position upholds the privacy rights of San Franciscans experiencing homelessness, ensures compliance with the law, and oversees the sharing of confidential client data. This key position works cross functionally with units in both the programs and administrative divisions of HSH, and with other City department partners.

Essential Duties and Responsibilities

  1. Serves as the Department’s primary internal resource regarding the appropriate collection, storage, transmission, and disposal of confidential client information.
  2. Serves as the Department’s data sharing lead. In partnership with the City Attorney’s Office, HSH leadership, and other internal stakeholders, develops and administers complex data sharing agreements, business associate agreements, and other documents that allow for the legal sharing of protected data.
  3. Coordinates approvals of data sharing agreements with internal stakeholders and the City Attorney.
  4. Researches local, State and Federal privacy regulations as they relate to functions of the Department. Gathers relevant data, information, and documentation from a variety of sources. Provides summaries and recommendations to guide Department decision-making and changes to procedures, business process and policy.
  5. Maintains a log and central repository of all executed data sharing agreements; tracks expiration dates and ensures timely review and renewal of expiring agreements.
  6. Partners with the Data & Performance team, ONE team and programs staff to support data matching requests in adherence with executed data sharing agreements.
  7. Serves as subject matter expert and ‘owner’ of the Department’s key Privacy tools, including the Notice of Privacy Practice and release of information forms.
  8. Develops and improves additional Privacy-related resources, including: Privacy handbook, Privacy assessment, live and/or and recorded trainings on data privacy, and additional privacy policies and resources.
  9. Plans and coordinates trainings regarding privacy requirements and best practices for HSH staff and contractors. Maintains a log of staff training compliance.
  10. Serves as an internal resource regarding HUD privacy laws, HIPAA, and related privacy regulations. Liaises with the City Attorney and other departments’ Privacy Officers regarding complex or ambiguous cases. Supports assessment of risk as related to compliance with privacy requirements. In partnership with the HSH IT and ONE teams, serves as Department lead in coordinating audits and corrective action plans related to data privacy.
  11. Provides consultation and support in contract monitoring as relates to compliance with data privacy requirements. Partners with Contracts team and Programs Compliance Specialist to ensure that contracts and grant agreements reflect standard, updated language related to safeguarding confidential data.
  12. Ensures that adequate procedures are in place and followed for response to incidents involving the potential or actual exposure or disclosure of personal or institutional information and leads the Department response to privacy breaches. Addresses questions and concerns from HSH staff and contractors; staffs a Privacy Officer inbox.
  13. Overall, ‘owns’ the policies, resources, and trainings that support a culture of protecting client privacy and compliance with privacy laws throughout San Francisco’s Homelessness Response System.
  14. Performs other related duties and responsibility as required.

Qualifications

Minimum Qualifications:

Possession of a baccalaureate degree from an accredited college or university, and five(5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
