Job Description

Position Description
The San Francisco Health Service System (SFHSS) is looking for a Benefits Supervisor in the Member Services Division. Under general direction of the Operations Manager, the 1814 Benefits Supervisor performs complex professional benefits work for the City's Health, Dental, Vision, Healthcare and Dependent Care Flexible Spending Accounts (FSA) and Voluntary Benefit programs and plans. The 1814 Benefits Supervisor implements and oversees special projects, including quality assurance, and functions as a second-line supervisor directly overseeing the 1813 Sr. Benefits Analyst. The 1814 Benefits Supervisor operates as a resource person for management.

Essential Duties

  • Directly supervise the 1813 Sr. Benefits Analyst and oversee the 1210 Benefits Analyst and 1209 Benefits Technician in the Member Services division. Responsibilities may include, but are not limited to, call center and/or in-person staff scheduling, workload allocation, report review and assignments, and other workload processing delegation.
  • Assist management in developing and implementing new operational procedures to accommodate legislative and agency changes.
  • Develop and monitor operational procedures to enhance workflow and program effectiveness.
  • Assist management in coordinating with Enterprise Systems and Analytics and Finance staff in the maintenance of computer files and accurate accounting procedures.
  • Support management in review and investigation of more complex and difficult cases, documenting timelines of events and recommended resolutions.
  • Conduct group presentations on benefit programs.
  • May represent the program manager in meetings, coordinate with other benefit program managers, City Attorney and Controller regarding the administration of the health benefit programs.
  • Manage complex special projects, such as operational quality assurance and the development of standard operating procedures, annual refresher trainings, and onboarding training.
  • Contact City departments, employees, employee's representatives, other government agencies and various private entities to furnish and/or obtain information on health (including FSA) and voluntary employee benefit matters.
  • First line in resolving employee performance issues and ensuring workplace expectations are met, including working directly with the department’s DHR HR Consultant. 
  • Compiles and evaluates statistical and other data to prepare various reports.

Qualifications

Minimum Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

Experience:  Four (4) years of professional experience in administering employee health, disability, and dental benefit programs

SUBSTITUTION:  Additional qualifying work experience may substitute for up to two years of the required education on a year for year basis (30 semester/45 quarter units equals one year).

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Minimum of four (4) years verifiable experience with employee health, disability, and dental benefit programs involving analysis of data for counseling and benefit calculations with a public sector benefits plan
  • Minimum of two (2) years verifiable supervisory experience in benefit administration or in a customer service focused environment.
  • Working knowledge of Microsoft Office products, including Word, Excel, Outlook, PowerPoint, and Teams. Demonstrated proficiency in using Excel for complex calculations and tracking preferred.
  • Strong oral and written communication skills.

Selection Procedures:  After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying) - Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supervisory Test Battery: (Weight: 50%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and therefore, test questions and answers are not available for public inspection for review.

Scores attained on the Supervisory Test Battery will be valid and "banked" for three years, starting from the date of the examination.  This means that, during this three-year time period you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitment. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that should you re-test, your re- test score would become your official score since it is the most recent.

Oral Examination: (Weight: 50%)
Candidates who pass the Supervisory Test Battery examination will be invited to participate in a scenario-based oral examination. Candidates will be tested to determine their relative knowledge, skills, and abilities in job-related areas including, but not limited to: technical knowledge of employee health, disability, and dental benefits programs, and oral communication skills.

A passing score on the Supervisory Test Battery and Oral Examination must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.
