About the Infrastructure Division
The Infrastructure Division is responsible for overseeing the administration, planning, environmental, design, and construction of our water, wastewater, and power capital programs and projects, including the Water System Improvement Program (WSIP), the Sewer System Improvement Program (SSIP), the Hetch Hetchy Improvement Program (HCIP), and the annual Water and Wastewater Renewal and Replacement (R&R) Programs.

About the Workforce and Economic Program Services (WEPS) Bureau

The Workforce and Economic Programs Bureau (WEPS) within the Infrastructure Division provides several key administrative and management functions for the agency on its capital improvement programs, enterprises’ needs, and City and County of San Francisco’s requirements. Specifically, WEPS administers the agency’s Project Labor Agreement which promotes efficient construction, facilitates communication and partnerships between the SFPUC, unions, and contractors, enhances compliance with the labor-related requirements, and provides for resolution of labor disputes. Additionally, WEPS manages and staffs the SFPUC’s Contractors Assistance Center, a free resource for local, small businesses to access and participate on SFPUC contracting opportunities and directs other economic development related initiatives.

 

Job Description

Project: Sewer System Improvement Program (SSIP) Community Development      

About the Position

Under supervision of the Director of Workforce and Economic Program Services - Infrastructure Division, the 9772 Community Development Specialist assists in monitoring and evaluating SFPUC Project Labor Agreement (PLA)-covered capital projects local and hyperlocal worker referral activities, as well as CityBuild Academy’s and other local and regional community  development organizations’ pre-apprenticeship training programs; maintains and reviews PLA-supported contractor worker participation goals and requirements; reviews weekly payroll reports and quarterly data; collects and maintains a database of all PLA-related worker documentation and associated contractor forms submitted to the SFPUC by awarded construction firms and professional service consultants working on SFPUC projects; maintains close contact and coordination with OEWD CityBuild personnel, SFPUC project management and construction management staff, and representatives of local and regional labor unions and community development agencies; and analyzes quarterly data and PLA reports and prepares worker profiles and program recommendations.

The incumbent may also work with community service providers, private non-profit organizations, and City, State, and Federal agencies to monitor programs to ensure compliance with governmental requirements, and may be assigned to help with Federal, State, or local grant-funded project tracking and analysis, as well as local worker participation from underrepresented and/or historically marginalized communities and neighborhoods to whom the SFPUC provides services or which have been impacted by the agency’s ongoing operations or necessary upgrades and maintenance of its facilities and infrastructure.

Essential duties and responsibilities include but are not limited to:

  1. Provides assistance to project personnel in attending PLA-covered project PreBid, PreCon, PreJob and Project Labor Plan meetings;
  2. Conducts weekly and as needed site visits to monitor worker participation and state mandated journey to apprentice ratios, and to serve as a resource to the contractor’s superintendent, SFPUC construction management staff, and referred workers;
  3. Analyzes contractor submitted PLA documents, including contractor’s labor workforce and apprentice worker projection forms, and collates and shares statistical data with colleagues for actionable worker referral efforts;
  4. May identify individual and community-wide barriers to employment and submit recommendations for changes or suggestions for improvements to worker job readiness and pre-apprentice training programs, outreach to targeted communities, and other program improvements to be more responsive to community needs;
  5. Attends job and career fairs, SFPUC-hosted community events, and other project-related community and other meetings to encourage and promote opportunities for local and hyperlocal residents to work on SFPUC construction projects and professional services contracts;
  6. Provides program information and support services to citizen committees, and other community advocacy groups, organizations and individuals;
  7. In partnership with OEWD CityBuild, provides database management of worker referrals and project-specific worker referral activities on a quarterly and as-needed basis;
  8. Performs related duties and responsibilities as assigned, applicable to existing and proposed legislation and regulatory mandates, such as the City’s Local Hire and First Source Hiring requirements, and contract and grant oversight and monitoring.

Knowledge, Skills, and Abilities

Knowledge of the principles, procedures, practices and legal standards of Community Development programs, Federal, State and local laws as they apply to such programs, local governmental structure, financial/fiscal monitoring and reporting activities, applicable existing and proposed legislation and regulatory mandates, contract and grant oversight and monitoring.

Ability to work effectively with funding agencies, other city departments, non-profit and/or neighborhood organizations; apply the principles and practices of public administration and financial management; clearly interpret all applicable laws, ordinances and codes as they pertain to the supporting programs, and effectively communicate program policies to boards, committees, other agencies and the public; identify, gather and evaluate information from a variety of sources, formulate logical conclusions and develop effective courses of action and/or recommendations; use computer applications, including e-mail, word processing, spreadsheets, databases and the internet to prepare correspondence, reports and other documentation, extract and process information and create and maintain records, prepare clear, accurate and well-organized reports, memos, and correspondence; speak clearly and concisely in order to effectively express ideas and communicate work-related information to a variety of individuals and groups; listen, ask appropriate questions and effectively elicit information; establish and maintain effective working relationships with staff, officials and the general public; prioritize and organize multiple assignments and projects; exercise sound judgment and appropriately refer issues to managers/administrators; coordinate work and functions with other offices, programs or sections; ensure compliance with established policies and procedures; facilitate attainment of established goals and objectives.

Skills to perform some statistical analysis of program data and reports.

The 9772 Community Development Specialist will perform other related duties as assigned.

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR

4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

  • Demonstrated experience in working with local agencies, including the Office of Economic and Workforce Development, CityBuild, Building and Construction Trades unions, and local and regional community organizations.
  • Demonstrated experience working and communicating with sensitive populations facing significant barriers to entry into traditional pre-apprentice and related job readiness and training programs.
  • Demonstrated experience prioritizing worker referral opportunities for local and hyperlocal residents from underrepresented communities and in working with individuals from varying backgrounds, including those with social, economic, racial, and/or neurological differences.
  • Ability to manage multiple projects simultaneously.
  • Ability to work independently.
  • Familiarity with and an understanding of Federal, State, and Local construction and workforce laws and ordinances, such as the City’s Local Hire and First Source Hiring requirements.
