The San Francisco Department of Public Health’s Information Technology Department is the technology services provider within Public Health, delivering technology infrastructure and services to approximately 11,000 users within the organization to help support over 100,000 patients annually. 

This is a Permanent Civil Service career opportunity for a Business Analyst in the Organization Change Management (OCM) Office. Under the direction of the San Francisco Department of Public Health Information Technology (IT) Department, OCM manages the changes and mitigates impacts from network-level IT implementations. This team works closely with the San Francisco Department of Public Health’s operations, clinical leadership, informatics, and IT leadership to identify and resolve gaps that impact patient care and critical services.

    Job Description

    The OCM IT Business Analyst manages multiple functions. Duties include a variety of analysis and coordination activities needed to support managing the portfolio of OCM. The position will develop analysis, plans, data, and reports to support OCM and its customers. The position will be a resource that provides technical leadership for services such as intake, reporting, request definition, planning, and contract support. In addition, the position may coordinate OCM initiatives and resources, including internal and external resources, and may lead requirements development, analysis efforts, and assessments of solutions. A successful candidate will be a proactive self-starter, enjoy collaborating with a diverse set of users including IT, non-technical end users, clinical partners, and executives, and enjoy problem-solving.

    Duties Include

    • Research and clarify OCM requests, initiatives, and business needs statements; draft or review SBAR (Situation-Background-Assessment-Recommendation) documentation; research and prepare specifications; assist with OCM intake and governance process
    • Develop and manage OCM performance management data, tracking tools, and reports that support the OCM, clinical partners, operational partners, and IT leadership.
    • Lead early-stage OCM requests, assist operational/clinical partners in the creation of SBAR (Situation-Background-Assessment-Recommendation) documentation; serve as the analyst responsible for requirements and other business-oriented deliverables
    • Lead and/or coordinate OCM implementation efforts of analysts, developers, and other team members in OCM deliverables
    • Develop and/or review transition OCM Deliverables which include and not limited to customer outreach, patient outreach, network education, IT consultation, communication, and technical solutions
    • Develop and communicate status reports in an effective and timely manner
    • Perform other related duties and responsibilities as assigned.

    Qualifications

    • Education
      • An associate degree in computer science or a closely related field from an accredited college or university
        OR
      • Its equivalent in terms of total course credits/units
        • At least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field
    • Experience
      • One (1) year* in the information systems field, including technical support, content management, administration of network applications or system analysis
        *One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment
    • Education Substitution
      • Additional experience as described above may be substituted for the required degree on a year-for-year* basis (up to a maximum of two (2) years)
        • One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field

    Desirable Qualifications
    At the end of the selection process, additional factors may be considered, including:

    • Possession of a bachelor’s degree in Computer Science, Business, or a closely related field
    • Possession of the Information Technology Infrastructure Library (ITIL) certification from AXELOS
    • Experience in driving change management and activities
    • Experience with LEAN methodology and Kaizen Processes
    • Experience working with Microsoft Project Online/Server and SharePoint
    • Experience working in a healthcare setting
    • Experience developing reports using Excel Power Query and Power BI

    Certification
    The certification rule for the eligible list resulting from this examination will be the Rule of Seven Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
