Appointment Type: This is a Permanent Exempt (PEX), Full-Time position with an anticipated duration of up to three (3) years. This position is excluded by the Charter from the competitive civil service examination process and incumbents are considered “at will” and shall serve at the discretion of the Appointing Officer.

Job Description

Under direction of the Policy and Legislative Director and/or Chief Adult Probation Department, this position conducts research to support the department with planning, organizing, and conducting important, difficult, complex, and sensitive analytical work impacting the operations and business processes of the Adult Probation Department, as well as broad efforts focused on the continued advancement of policy change designed to promote equity, fairness, and justice in the criminal justice system. This position manages a team of statisticians who conduct complex, research designed to assess the impact of programs, policies, and practices and to inform local and state criminal justice initiatives. The Director of Research supports strategic planning efforts and manages analyses of the department’s mission and vision with a focus on advancing racial equity and the evolving priorities of the department. This position makes recommendations on data infrastructure, research methods, analytical approaches, performance measurement, program evaluation, project management, and strategies to maximize the efficiency and effectiveness of the department. The Director of Research supports the Policy and Legislative Director to identify and/or supports future funding opportunities by supporting the development of responses to proposals and solicitations; advises on strategies for data sharing; and collaborates with external entities on projects that align with the department mission and vision.

Examples of Responsibilities and Duties, Including but Not Limited to:

  • Manages the Research team’s projects and prioritizes work that aligns with the department’s strategic priorities;
  • Develops recommendations to ensure effective implementation of complex research to assess the potential impact of programs, policies, and practices and to inform local and state criminal justice initiatives; and oversees the development of statistical models designed to estimate the potential impact on departmental operations;
  • Provides recommendations on how to structure and define administrative and service provider data to increase utility of data sources and position the department to conduct meaningful, replicable analyses to inform critical decision-making and the delivery of services; and to answer important and complex policy, financial, management, and evaluative questions;
  • Confers with the Chief Adult Probation Officer and other members of the Executive Team, to discuss, evaluate and make policy recommendations on special projects and/or a variety of complex and sensitive issues related to reentry services in San Francisco;
  • Supports Legislative and Research Director to manage data requests and relevant public records requests; ensures compliance to data sharing and confidentiality regulations; manages development necessary Data Use Agreements and related agreements when necessary;
  • Manages research and evaluation projects with third-party researchers, including study scope and methodology; compilation of administrative data; review, critique, and approval of project deliverables; and presentation of findings;
  • Manages the preparation of clear and comprehensive analytical, management, and/or implementation reports to address department needs and to respond to local, state, and federal mandates and requests;
  • Supervises the development of internal and external facing data dashboards designed to increase data transparency and empower the use of data to further inform decision-making;
  • Collaborates with Information Technology (IT) to ensure that data infrastructure is configured to support reporting requirements, programs, and departmental needs related to data informed decision making;
  • Communicates and coordinates with internal and external stakeholders, and represents the Department before a range of audiences;
  • Manages the production and critical, editorial review of complex technical reports and related documents;
  • Performs related duties as assigned

Qualifications

1.    Possession of a bachelor's degree from an accredited college or university; AND

2.    Five (5) years of professional level analytical work in policy and applied research, program evaluation, social science research, or legislative/policy analysis, with desirable qualification that 2 of those years include supervisory experience.

Substitution: May substitute up to 2 years of the required education with additional years of experience as described above. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Possession of a Master’s degree (or advanced graduate degree) from an accredited college or university in psychology, social work, public health, public administration, or a closely related field may substitute for one year of experience.

Desirable Qualifications:

The following stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Master’s degree in social science or quantitative field with coursework in statistics (e.g., Forensic Psychology, Psychology, Sociology, Public Administration, Public Health, Criminology, Statistics, Research or closely related field)
  • Experience conducting univariate and multivariate statistics on a variety of datasets related to justice systems and justice populations
  • Strong background and knowledge of social science research methods and statistics
  • Direct experience with using advanced statistical software (e.g., Stata or SPSS) to conduct inferential statistics
  • Direct experience planning and managing multiple analytical projects independently
  • Direct supervisory experience in managing analysts responsible for data collection and statistics
  • Knowledge of and direct experience with the implementation of state legislative bills focused on criminal justice topics
  • Direct experience with cleaning, coding, and sophisticated analysis of administrative data from case management information systems of criminal justice agencies
  • Direct experience in working with confidential criminal offender record information (CORI)
  • Direct experience in using data management practices to leverage data that supports decision-making
  • Knowledge and experience with data visualization tools (e.g., Power BI, Tableau, and/or other data analytics/reporting tools)
  • Excellent written, oral, and analytical communication skills
  • Advanced professional editing skills and ability to use these skills to improve the clarity, logic, sequence, structure, consistency, and readability of written work products
  • Able to work collaboratively with internal staff across all Divisions within a Department, and with external stakeholders, the community, outside research partners, and other City Departments
  • Demonstrated interest in criminal justice, community corrections, government, and reforms related to recidivism reduction, racial equity, victimization, and/or commercial bail
  • Knowledge of and experience with criminal court case processing
  • Knowledge of and experience with quantifying criminal history events using local and state record of arrest and prosecution (RAP) information
  • Ability to work with individuals from vastly different backgrounds, positions, and life experiences
  • Strong work ethic and ability to manage multiple, time sensitive projects
  • Capable of seeing the big picture while understanding minute technical details
