Job Description

Distinguishing features:

This classification is an executive level manager in the Adult Probation Department and is a direct report to the Chief and or Assistant Chief. This position may represent the Chief and Assistant Chief to the media and in other arenas as needed.

This position has an inherently high consequence of error due to its visibility and level of decision-making to develop, write, and edit administrative, management, research, program, reentry, and organizational policies, procedures, and protocols; analyze and revise existing policies, procedures, protocols, and work practices; apply for, advise and provide technical assistance on Federal, State,  and local standards and mandates; forecast, research and evaluate the potential impact of proposed and existing legislation, regulations, and laws on organizational policies and procedures.

POSITION DESCRIPTION: 

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to the 0931 – Legislative and Policy Director Probation Officer and are not intended to be an inclusive list.

The Legislative Analyst and Policy Director demonstrates a high level of leadership, enthusiasm, professionalism, and autonomy while being responsible for ensuring that current, accurate, and reliable policies and procedures exist that inform, guide and dictate the full operations and administrative functions of the department to ensure full compliance with all state, local, and national regulations and laws;  Identifying policy opportunities, set policy priorities under the direction of Chief and Assistant Chief Probation Officers; complete research, and analysis on policy issues; represent the Adult Probation Department at the local, state and national level at interagency meetings, collaborative efforts, and initiatives, including but not limited to; the San Francisco Superior Court, San Francisco Reentry Council, Community Corrections Partnership, Board of Supervisors; Develop and manage the budgets for policy and innovative programs, including assisting with securing grants to carry out the programs; Monitor the status of criminal justice policy reforms as implemented; Monitor and analyze relevant local, state and national policy; assist with programmatic oversight for the Department’s grants portfolio. The Legislative Analyst and Policy Director will coordinate, attend, and/or lead meetings and build relationships with members of the Board of Supervisors, local, state, and national elected officials and associations to discuss, advise and inform on all issues related to all areas relevant to probation. 

Coordinates, the receipt, monitoring and tracking of the Public Records Act Requests in accordance with provisions of the Public Records Act and the Department protocols.  Public Records Act Requests Policy and Procedures, and other DTSC procedures. Types and submits Public Records Act Requests responses for requestors. Notifies program staff within 24 hours of receipt for file review requests received, files referenced and any confidential reviews. 

Lead collaborator in the development and implementation of the strategic plan, racial equity plan, supervision, reentry, and various initiatives designed to help the Department achieve its goals and memorialize the efforts.

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university with a major in the political science, public policy; social sciences, criminology, and/or other related field; AND

2. 6 years of professional experience in an applicable, major functional area of which 3 years must include experience supervising professionals.

SUBSTITUTION:  A law degree or master’s degree or doctorate with major coursework in any of the social sciences, psychology, criminology and corrections, business, public health may substitute for one year of professional experience.

  DESIRABLE QUALIFICATIONS

1.     Knowledge of: the legislative process and forecast implications for operations. Emphasis on knowing existing codes, ordinances, laws, regulations, and evidence based practices relating to the operation of the Probation Department; principals, trends and techniques in the delivery of adult probation services; organization of the Superior Courts regarding court jurisdiction, operations, policies and procedures.

2.  Ability to: interpret, apply, and monitor the performance of staff to adhere to codes, ordinances, laws, and regulations relating to the functions and duties of a probation officer, and the legal rights and obligations of the adult offender; plan organize, direct, and coordinate the overall activities of a division, including developing and implementing policies and procedures; manage conflict; utilize effective organizational practices; internal affairs; demonstrate superior written and oral communications skills.

3.  Experience leading staff that are responsible to develop and implement training programs that includes trainings specific to sworn staff to remain in compliance with law changes, professional development, and policy.

4.   Experience leading staff with uplifting programs and initiatives internally and externally with project stakeholder that support the organization’s mission and vision.

5. Track record of developing and growing relationships with stakeholders from a wide range of backgrounds and points of view. 

6. High degree of professionalism in dealing with diverse groups of people, including Board members, senior executives, staff, community leaders, investors, and elected representatives. 

7. Excellent oral and written communication skills including leading meeting s with key stakeholders and presenting in front of large groups of people. 

8.   Ability to lead with the planning, development and implementation of strategic plans and other initiatives. 

Note: One-year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hours work week.)  Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Management Test Battery (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skills; Team Building; Communication & Conflict Management. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  

Training and Experience Evaluation (Weight: 60%)

Candidates will be administered a supplemental questionnaire to determine their possession of the knowledge, skills, and abilities required for the position of Legislative and Policy Director - Manager III - 0931 (APD). All relevant experience, education, and/or training must be on the application in order to be reviewed in the rating process.

Note: A passing score on both the Training and Experience Evaluation and the Management Test Battery must be achieved in order to be placed/ranked on the Eligible List. 

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and the number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Note: The duration of the eligible list resulting from this examination process will be of 6 months and may be extended with the approval of the Human Resources Director.
