Appointment Type:   Permanent-Exempt (PEX) Appointment.  Pursuant to the City & County of San Francisco Charter, Section 10.104.13. Any person occupying a position under exempt appointment shall not be subject to civil service selection, appointment, and removal procedures. The Residential Rent Stabilization and Arbitration Board, a department of the City and County of San Francisco, was created through Board of Supervisors’ Ordinance in June 1979 as emergency legislation to alleviate the City’s housing crisis. The Rent Board’s mission is to safeguard tenants from excessive rent increases and unjust evictions while assuring landlords fair and adequate rents. The Rent Board supports landlords and tenants by providing information and resources on the Rent Ordinance, conducts rent arbitrations and mediations, and now maintains a housing inventory where owners of all residential units in San Francisco must report to obtain a license to increase rents. The department is currently undergoing one of the biggest periods of growth and change in its history.

Job Description

The Rent Board is currently seeking a full-time Administrative Law Judge (ALJ) whose primary responsibility will be conducting arbitration hearings and rendering written decisions on landlord and tenant petitions, as required by the San Francisco Rent Stabilization and Arbitration Ordinance. Rent Board ALJs are also required to conduct mediation sessions on tenant petitions and to prepare written mediation agreements. ALJs independently manage a workload in a dynamic, collegial, and collaborative environment. Flextime and telecommuting opportunities available, with hybrid remote/in-person work.

The position requires: excellent written and oral communication skills; experience/knowledge of administrative law and procedure; working familiarity with San Francisco landlord/tenant, rent control and housing laws; above-average typing skills and computer proficiency. Requires ability to: plan, organize and conduct arbitration hearings and mediations with impartiality; interpret and apply legal principles and precedents to a wide variety of fact situations and make sound decisions and judgments without bias or prejudice against or in favor of any person; perform complicated mathematical calculations; prepare written statements of law, fact and argument clearly and logically with minimal administrative support; issue decisions within legally mandated deadlines; compile monthly workload statistics; establish and maintain effective communication with staff and the public.

Qualifications

Minimum Qualifications:

Active membership in good standing with the State Bar of California.

Desirable Qualifications:

  • Four years of progressively responsible experience as a practicing attorney.
  • Working familiarity with San Francisco landlord/tenant, rent control and housing laws.
  • Experience/knowledge of administrative law and procedure
  • Experience with diverse populations and a commitment to creating an accessible and fair municipal environment.
  • Bilingual skills in Spanish, Cantonese and/or Mandarin.
