Job Description

Under direction, supervises the overhaul, maintenance and repair of a wide variety of mobile and stationary machinery, equipment and mechanical facilities; and performs related duties as required.

Requires responsibility for: enforcing, interpreting and carrying out existing maintenance, repair And overhaul methods and procedures; making regular contacts with other departmental personnel, the general public and outside organizations and their representatives in connection with maintenance, repair and overhaul activities; preparing, checking and reviewing detailed operational maintenance and repair records and reports.

Essential Duties

  • Plans, assigns, supervises and inspects the overhaul, maintenance and repair of a variety of gasoline and diesel-powered mobile equipment and machinery, including electrical, body and fender and interior repair and maintenance on such equipment
  • Supervises the maintenance and repair of a variety of stationary plant machinery and equipment, including rock crushers, pumping plants, automatic and manual hydraulic control devices, machinery and valves
  • Prepares drawings and sketches necessary to the fabrication of steel and metal parts and supervises the machining or fabrication of such parts
  • Supervises the repair and overhaul of hydro-electric power-house generators, and turbines including the fitting, assembling and testing of same
  • Makes visual inspections and prepares reports and recommendations on the conditions and maintenance needs of mobile and stationary equipment; prepares cost and material estimates for such repair work
  • Prepares and supervises the preparation of records and reports relative to the maintenance and repair of automotive and stationary plant equipment
  • Requisitions and purchases supplies, materials and equipment necessary to maintenance and repair activities
  • Assists in the development and advancement of subordinates through training and effective use of employee development program

Qualifications

1. Completion of high school;
                                                            AND
2.
Five (5) years of journeyman level experience in the maintenance, repair and overhaul of a wide variety of mobile and stationary plant machinery and equipment, with substantial experience in machine shop blacksmithing and sheet metal work and including one year of supervisory experience; or an equivalent combination of training and experience;
                                                            AND
3. 
Possession of a valid driver license (California issued by time of hire)

Special Condition: 
Ability to lift up to 60 pounds

DRUG TESTING REQUIREMENT: Applicants for positions in this classification who are not currently employed by the City and County of San Francisco in a safety-sensitive position represented by (Local 1414), are required to pass pre-employment drug and alcohol testing. All employees in this classification may also be subject to drug and alcohol testing upon reasonable suspicion or after a work-related accident. Applicants with a positive result from a pre-employment drug test will be restricted from hire in safety-sensitive positions for six-months after the date of the positive test.

Safety Sensitive Position Requirements: The City and County of San Francisco’s Substance Abuse Policy, in compliance with the Department of Transportation Omnibus Transportation Employer Testing Act of 1991 employing the Federal Motor Carrier Safety Administration (FMCSA) and Federal Transit Administration (FTA) regulations, requires drug and alcohol testing for employees in “safety-sensitive” positions. This Class [7232, Hetchy Mechanical Shop Supervisor] position qualifies as “safety-sensitive” as defined by the FMCSA and FTA regulations. The selected applicants for “safety-sensitive” positions will be required to pass a Pre-Employment drug test prior to appointment and shall be subject to Random, Post-Accident, Reasonable Suspicion, Return-To-Duty, and Follow-Up testing during employment. Prior to appointment to an FMCSA “safety-sensitive” position, each applicant who has participated in a DOT drug and alcohol testing program within the immediately preceding three (3) years will be required to sign a consent form authorizing the City to contact his/her prior employers concerning his/her drug and alcohol test history.

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

  2. In-Person Oral Exam (100%)

Minimum Qualification Supplemental Questionnaire (MQSQ)
Once the application is closed, qualified candidates will be sent a Minimum Qualification Supplemental Questionnaire (MQSQ) to complete.  Failure to complete this step by the established deadline will result in disqualification.  Candidates deemed qualified will be invited to the in-person oral exam. 
Oral Exam (100%)
Candidates deemed qualified will be invited to participate in an oral examination designed measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of materials, tools and equipment used maintenance of automotive and stationary plant machinery; maintenance of knowledge of equipment in machine shop, and machinery skills; administrative/organizational skills, and supervisory skills.  The oral exam will be conducted in-person in Moccasin, CA, in front a computer with a proctor.

Only qualified candidates of the oral exam will be notified of the exact date and time of the oral examination. 
A passing score must be achieved on the oral exam in order to continue in the selection process and be placed on the eligible list. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Score Report/Eligible List
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
