The current position is located at the San Francisco Department of Emergency Management in the Emergency Medical Services (EMS) Division, which is designated as the Local EMS Agency (LEMSA). The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. Job Description

Under general direction, the Emergency Medical Services (EMS) Agency Specialist oversees plans and monitors EMS System programs, trainings, standards and policies to ensure compliance with state regulations and the City and County of San Francisco protocols and guidelines related to EMS Systems and is responsible for the implementation of EMS System programs.

Essential duties and responsibilities:

  • Develop, design, coordinate, implement and monitor standards, policies and protocols for the local Emergency Medical Services System, including first responder, dispatch, medical transport, hospitals, Advanced Life Support (ALS), and Basic Life Support (BLS).
  • Review, collect and analyze data and research information to support quality improvement initiatives, update and revise policies and protocols.
  • Conduct dispatcher, provider, first responder, hospital, training program and special event audits.
  • Provide evaluation and authorization of pre-hospital training programs.
  • Oversee and review background checks for all applicants to ensure all certifications and accreditations are entered appropriately in the California Emergency Medical Services (EMS) Authority database.
  • Investigate incidents and complaints that come under the jurisdiction of the Local Emergency Medical Services (EMS) Agency that might affect personnel certifications/accreditations or require action on licensure.
  • Review reports on investigations, prepares diagrams, charts, and scale drawings and items of evidence, and presets specific evidence in potential criminal cases to law enforcement.
  • Coordinate the certification and local accreditation processes of pre-hospital personnel and assists in the certificate review process.
  • Review and approve local training programs within established legislated standards.
  • Coordinate education and training programs, conferences, paramedic peer review, ride-along and preceptor programs.
  • Create instructional content including instructional graphics, exercises and activities and supporting materials/media for EMS partners to implement changes in policies and procedures and set criteria to judge learner’s performance and assessment instruments.
  • Participate in site visits and ride-along of Emergency Medical Service (EMS) system participants.
  • Perform other related duties as assigned.

Qualifications

Experience:
Three (3) years of field or clinical experience as an Emergency Medical Technician-Paramedic (EMT-P) or Registered Nurse.

License and Certification:
Possession of a current, valid license as a Registered Nurse in the State of California or possession of a current valid license as an Emergency Medical Technician- Paramedic (EMT-P) in the State of California.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications

  • Experience working in an EMS administrative or quality improvement role at an EMS Provider Agency, Local/State EMS Regulatory Agency.
  • EMS policy development or data analysis.
  • Specialty care experience such as Community Paramedicine, Critical Care, Trauma, Stroke, STEMI, or Pediatrics.

SELECTION PROCEDURES

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.”

Supplemental Questionnaire Evaluation (Weight: 100%)

Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: Knowledge of principles and effective practices of emergency management, emergency planning, response, and operations; Knowledge of emergency medical services systems, local, state and Federal laws, rules, regulations and resources; Interpersonal Relations; and Analytical Ability. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.

A passing score must be achieved on the Supplemental Questionnaire in order to be placed on the eligible list/score report. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

Score Report Duration: The duration of the score report resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Score Report's Use by Other Departments: Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
