Job Description

Under the administrative direction of the Deputy City Administrator/Chief Financial Officer, the IT Director plans, directs and coordinates the administration and operations of technology and systems projects for the CAO including systems design, application development and customer support, as well as coordinates LAN and system platform operations and maintenance. The IT Director will play an important role in developing and leading new business systems that leverage existing city systems and integrate city data to provide new organizational functions and capability. The IT Director will help lead the design, prioritization, and refinement of a multi-year strategy to improve internal operations, work space productivity, and the employee experience with innovative technical solutions. This position partners with CAO departments, divisions and programs to ensure that business applications support effective service delivery and manages key information technology projects to improve performance and efficiency. The IT Director establishes strategies, policies, priorities and objectives for effective and resilient use of technology throughout the organization. This position manages a team of IT professionals that provide a reliable, secure, resilient, customer-service focused environment for desktop and mobile devices while navigating the challenges and opportunities of remote and hybrid work, and will form and lead an applications group that implements and maintains technology applications appropriate to the CAO.

Essential duties include but are not limited to:

  • Oversees and manages the development, integration and maintenance of new/enhanced cross-functional and complex business applications and systems critical to the functioning of the 25 departments, divisions and programs of the City Administrator’s Office
  • Directs the day-to-day information technology activities for the CAO in a fast-paced environment, including system operations, support and administration, desktop administration and IT Help Desk support services to ensure excellent customer service
  • Plans, develops, directs and manages the technologies (applications, systems, platforms) and resources (city staff, contractors, vendors) to modernize and transform legacy systems to deliver a highly productive business environment for the CAO
  • Brings knowledge and focus on IT best practice, change management, Agile, outcomes-based performance measurement, and human centered design to continuously improve CAO’s business processes and service delivery
  • Identifies opportunities to make business processes more effective and efficient and drive performance and quality for continuous improvement
  • Works with stakeholders and technology partners to define Service Management (service catalog, request management, SLAs, governance, reporting, asset management, major incident support), change management and IT communication. Ensures all project issues and risk are appropriately identified and resolved
  • Works with stakeholders, peer IT teams to prioritize, plan and execute work while balancing technical enhancements and new feature development
  • Oversees cybersecurity, disaster recovery and resiliency for the CAO’s systems including strategies and priorities for system recovery, conducting risk assessments and audits, developing policies, providing education and training and ensuring compliance with City policies and procedures
  • Develops and manages the CAO’s IT budget, IT project management, and IT hardware and software procurement including issuing RFPs and RFQs
  • Supervises, evaluates, trains and coaches staff in the performance of their assigned duties, within the parameters of departmental and City and County standards, policies, and procedures
  • Facilitates ongoing development, implementation and maintenance of CAO’s disaster recovery continuity of operations plans
  • Collaborates with IT professionals throughout the City, including the Department of Technology, Digital Services, DataSF, Office of Cybersecurity and Committee on Information Technology as well as departmental IT Teams to ensure that the CAO leverages city enterprise systems, integrates data resources and identifies, shares and implements best practices
  • Serves as liaison and representative of the CAO with a variety of other City staff, policy-making officials and officials of outside agencies

 

Qualifications

Education: Baccalaureate degree from an accredited college or university; AND

Experience: 4 years of management level experience in development, operations and maintenance of information systems including significant budgetary responsibilities and project management of complex information systems. At least 4 years of experience must include supervising professional IT staff.

Additional qualifying work experience as described above may be substituted for up to two years of the required education on a year-for-year basis. (One year of work experience is equal to 30 semesters or 45 quarter units)

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Special Requirements:

Criminal Justice Information Services (CJIS) Security Clearance is required. Positions in this classification require that successful candidates who become eligible for appointment be required to go through a background investigation to determine the candidate’s suitability for employment in this classification. Factors considered in the investigation may include employment history, use of illegal/controlled substances. Reasons for rejection based on this investigation may include, but not limited to: applicable convictions, repeated or serious violations of the law, inability to accept supervision, inability to follow rules and regulations, falsification of application materials and/or other relevant factors. Failure to obtain and maintain security clearance may be basis for termination. 

The ideal candidate will have IT infrastructure, applications, systems, and technical resilience expertise and the skills and ability to collaborate, partner and develop networks and alliances across organizational and departmental boundaries. This ideal candidate will be an exceptional communicator and accomplished presenter and represent the CAO’s interests among all levels of government and professional associations. They will have experience working in partnership with various internal and external stakeholders and promote a collaborative environment. They will also have the ability to develop, establish and implement program objectives and action plans with appropriate milestones and timelines to meet program/organizational goals and will be able to demonstrate a strong record of change management within a complex organization.

Management classifications: Range A compensation for this classification is between $175,864 and $224,484
