Job Description

Under general supervision, the Fingerprint Technician I takes fingerprints using Live Scan System or inked impressions, and photographs using Digital Mug Shot System and performs other related duties as required. Essential functions of the job are: fingerprinting prisoners and other individuals; taking palm prints; interviewing incarcerated persons and other individuals; documenting demographic and other vital information; classifying fingerprints; searching fingerprints using Automated Fingerprint Identification System; assigning tracking numbers; taking photographs of incarcerated persons and other individuals; checking names of individuals fingerprinted and photographed on computer databases; transmitting fingerprint and other identification information to Department of Justice; reviewing incoming data sheets; interacting with other law enforcement agencies; and typing correspondence and forms.

Positions Located at the Police Department:

  • Searches fingerprints using Automated Fingerprint Identification System (AFIS)  for comparison and identification purposes.
  • Assigns appropriate tracking number for identification and record keeping.
  • Classifies pattern types on fingerprint cards according to techniques prescribed in AFIS.
  • Takes photographs of Police Department employees using digital mug shot system for identification and record keeping purposes.
  • Checks the names of individuals fingerprinted and photographed, on computer database for outstanding warrants and registrations of sex, narcotics and arson offenders.
  • Transmits fingerprint and other identification information to Department of Justice via NATMS (Network AFIS Transaction Management System) for criminal identification purpose.   
  • Searches fingerprint information forwarded from the Chief Medical Examiner-Coroner to identify the deceased and to determine if the person has a criminal record with San Francisco Police Department.
  • Interacts with other law enforcement agencies to exchange fingerprint and other relevant identification information.
  • Retrieves fingerprint and other relevant information from bureau files or computer database for authorized individuals and agencies.
  • Reviews fingerprint and other bureau identification files on a routine basis for eliminating obsolete records.
  • Types correspondence and forms using computer or typewriter.
  • Performs other related duties as assigned.

Positions Located at the Sheriff’s Office:

  • Fingerprints incarcerated persons and other individuals using Live Scan system or inked impression for identification, comparison and record keeping purposes.
  • Takes palm prints using manual rolling process, for identification, comparison and record keeping purposes.
  • Interviews incarcerated persons and other individuals to obtain demographic and vital statistics information, i.e., height, weight, date of birth, place of birth and identifying marks.
  • Documents demographic and other relevant information by entering the information into the computer database and on a log sheet.
  • Takes photographs of incarcerated persons using digital mug shot system for identification and record keeping purposes.
  • Reviews incoming CII and FBI "rap sheets" from Federal and State law enforcement agencies for duplicate tracking numbers.
  • Performs other related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

  1. Six (6) months (1040 hours) of verifiable experience as a fingerprint technician in a governmental law enforcement agency where the principal duties of the position included taking fingerprints, classifying, and searching of files; OR
  2. Completion of a one semester college level accredited course in classification and identification of fingerprints with a minimum grade of "C" or equivalent. OR
  3. Completion of an equivalent training course in fingerprint identification from a Vocational Training Program; AND
  4. Ability to type at 25 words per minute with no more than 10% error rate.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40 hours work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

SELECTION PROCEDURES:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight Qualifying)

Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Multiple Choice Examination: (Weight 60%)

Only candidates who meet the minimum qualifications will be invited to participate in the multiple choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The multiple choice examination component may include but not be limited to: Recent and verifiable analysis, comparison, evaluation, and verification (ACE-V) experience; Knowledge of inked impressions procedures and fingerprint classification procedures; Ability to type 25 WPM using computer keyboard/typewriter to input and retrieve data and to complete forms

Written Examination: (Weight 40%)

Only candidates who meet the minimum qualifications will be invited to participate in the written performance examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The written performance examination component may include but not be limited to: Recent and verifiable analysis, comparison, evaluation, and verification (ACE-V) experience; Knowledge of inked impressions procedures and fingerprint classification procedures; Ability to write in a clear, concise and logical manner to complete forms and to draft correspondence; Ability to type 25 WPM using computer keyboard/typewriter to input and retrieve data and to complete forms.

The Multiple Choice Examination and Written Exam will be administered on a computer using a keyboard and mouse. The Multiple Choice and Written Examinations will be administered at the same time. 

This is a standardized written multiple-choice examination. In accordance with Civil Services Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination.

Candidates must achieve a passing score on the examination in order to be placed on the resulting eligible list.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Date(s) of Examination: Only those applicants who meet the Minimum Qualifications will be notified of the exact date, time and place to report to the examination. Invited applicants must bring a photo ID to be admitted to the exam. All materials and supplies for applicant use during the test will be provided. Devices such as cell phones, smart watches, and cameras are prohibited from the test room and will be collected prior to the test.

Requests for an alternative test date may be considered in limited circumstances, with proper documentation, and must be submitted to the analyst within five (5) calendar days of the announcement of the test date.

Background Investigation: Prior to employment with the San Francisco Police Department or San Francisco Sheriff's Office, a thorough background investigation will be conducted to determine the candidate’s suitability for employment. The investigation may include, but not be limited to: criminal history records, driving records, drug/alcohol screening, and other related employment and personal history records. Reasons for rejection may include use of  controlled substances and alcohol, felony conviction, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision, inability to follow rules and regulations or other relevant factors. Candidates may be required to undergo  drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified. Applicants will be fingerprinted.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
