Job Description
The Toxics Reduction and Healthy Ecosystems Program develops programs and policies to reduce the use of toxic chemicals in the commercial, residential, and municipal sectors. The Municipal Toxics Reduction team works with San Francisco City departments to implement the City’s Buy Green Program and Integrated Pest Management Program, through policy, training, outreach and technical support. Our programs lead by example - many of the projects we undertake in San Francisco City departments are replicated in our commercial and residential work, as well as by jurisdictions beyond San Francisco.
The Municipal Toxics Reduction Program Assistant is responsible for implementing environmental ordinances, assisting in data analysis and report writing, working to develop and improve online dashboards, implementing environmental programs required by federal, state, and local laws and regulations, and assisting program managers in projects and programs. In this role, you will help with coordination and implementation of the Buy Green and Integrated Pest Management Programs, and will help support the development of new programs related to municipal toxics reduction.
We have two vacancies in this role and are hiring for two positions.
What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.
- Conduct product research, identifying chemicals of concern and safer solutions.
- Draft presentations, correspondence, reports and memos related to the Municipal Toxics Reduction and Healthy Ecosystems Program.
- Assist in the planning, organizing, logistics, and evaluation of stakeholder meetings related to San Francisco’s Buy Green Program and Integrated Pest Management Program.
- Manage data cleaning and processing for Buy Green and Integrated Pest Management programs.
- Maintain and improve online dashboards for the Buy Green and Integrated Pest Management programs.
- Assist in the planning, creation, and distribution of outreach and educational materials.
- Organize and participate in meetings with City staff, local government agencies, elected officials, businesses, community groups, and other stakeholders.
- Respond to written and verbal inquiries from stakeholders and from other City departments.
- Assist with stakeholder outreach/education and marketing efforts, including staffing special events and making public presentations.
- Maintain and improve online dashboards for the Buy Green and Integrated Pest Management programs.
- Maintain online content for various webpages.
- Develop green purchasing criteria language for inclusion in City contracts.
- Perform administrative support and other duties and tasks as requested.
Qualifications
Minimum Qualifications
Education - Possession of a baccalaureate degree in environmental sciences, biology, chemistry, public administration, business administration, or a field related to toxics reduction (including but not limited to green chemistry, environmentally preferable purchasing, integrated pest management, or sustainability) from an accredited college or university; AND
Experience - One (1) year of professional experience in planning, coordinating, implementing and evaluating environmental programs, within the specialty area of toxics reduction programs (such as integrated pest management, environmentally-preferable purchasing, or chemical hazard assessment and alternatives assessment); AND
License - Possession of a valid driver's license.

Selection Procedures - After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - After submitting your application and receiving the confirmation email, you will receive an email with a link to the Minimum Qualification Supplemental Questionnaire (MQSQ). Performance Evaluation (Weight: 40%) - Candidates who advance beyond the minimum qualifications review will also be prompted to complete a Performance Evaluation. The Supplemental Questionnaire and Performance Evaluation are designed to measure knowledge, skills, and/or abilities in job-related areas as described within this announcement. This includes knowledge of: Federal, state, and local environmental issues, laws and regulations relating to toxic substances; Quantitative and qualitative data tracking and analysis; Circular economy, toxics reduction, alternatives assessment, and/or resource conservation principles; and Community outreach and public engagement techniques. This also includes the ability to: Work independently and as part of diverse cross-disciplinary teams; Read and summarize legal, scientific, and/or technical documents; Analyze research and make recommendations in support of human and environmental health; Develop and foster working relationships with a variety of individuals; Organize people and complex projects; Proficiently use a personal computer, including word processing programs, spreadsheets, databases, internet, and presentation software; and Communicate effectively, both orally and in written format, including making presentations.
After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.
Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.
