Job Description

Laguna Honda Hospital (LHH) seeks a creative and visionary Chief Medical Officer (1165 Deputy Director) with a collaborative work style and a commitment to helping the institution regain Center for Medicare and Medicaid Services (CMS) certification and continue its drive toward data-driven improvement.  The executive leadership team is committed to a resident-centered approach to care that supports the organization’s centers of excellence programs and services for general skilled nursing, memory care/dementia, outpatient, palliative care, positive care, rehabilitation, and respite care.

The Chief Medical Officer (1165 Deputy Director) works with the LHH Chief Executive Officer, Chief Nursing Officer, Chief Quality Officer, SFHN CMO, and other clinical and administrative team leaders to help Laguna Honda become successful in its recertification application, while continuing to move forward in resident-centered improvement opportunities and continue LHH’s tradition of excellence in clinical care. 

ESSENTIAL DUTIES:

Strategic Planning and Executive Leadership:

  • Develops LHH patient care programs, including skilled nursing, outpatient, and acute rehab units.  Develops policies and procedures that guide and support the provision of services; assesses and improves the provision of clinical services through the implementation of effective programs to measure quality.
  • Participates with LHH Executive Committee colleagues and Dept Directors/Managers in developing and implementing LHH’s current plan of correction and recertification bid.
  • Along with other LHH executive leaders, provides strategic vision for LHH’s future state development.
  • Develops, administers, and evaluates professional contracts.
  • Advises the LHH Chief Executive Officer on matters pertaining to the medical staff; reports on infractions of medical staff bylaws, rules, regulations, hospital policies, and established professional standards.
  • Develops, monitors, and manages a budget for each department, including personnel budgeting, equipment, and supplies, in collaboration with the LHH Chief Executive Officer. Provides detailed justification and persuasive arguments for proposals or initiatives. Implements and closely monitors budget expenditures of the operating budget for a major area of responsibility typically including multiple divisions.
  • With other LHH executive leadership, responsible for the development, implementation and monitoring of the organization’s strategic planning goals and objectives.
  • Monitors the efficiency and effectiveness of the departmental organization structure, staff assignments, service levels and administrative systems; identifies and analyzes opportunities for improvement; implements improvements.
  • Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet healthcare reform or other new medical or clinical programs, while continuing to address major medical, clinical and health care l priorities.
  • Communicates regularly with network-wide medical, clinical and healthcare executive-level management regarding the LHH’s activities; coordinates LHH efforts with other City departments in addressing the needs of the city; represents the Department before legislative boards, regulatory bodies, other healthcare agencies, and medical, clinical or advisory committees.
  • Provides executive management with an early warning and practical options to potential cost overruns.
  • May participate in direct patient care/medical or clinical activities as determined by specialty.

Medical Services and Staff Management:

  • Selects, supervises, and evaluates medical staff standards of care and practice through Chiefs of Service and in collaboration with the Chief of Staff.
  • Develops and enforces standards for the selection, appointment, and retention of medical staff, including maintaining a formal program of continued medical education.
  • Monitors the work of and mentors / coaches LHH medical staff to improve performance; participates with medical, clinical, and healthcare leadership to determine appropriate staffing levels, hiring plans, training needs, and staff qualifications and competencies for efficient and effective operations.
  • Plans and directs medical staff development and in-service training activities at the facility, division, service, or program; conducts staff meetings and conferences that align with the mission, vision and strategic goals of the organization.
  • Appoints the Department Chiefs of Service in the Medical Division and provides oversight in the operation and outcomes of the services.
  • Coordinates medical activities with other hospital services and departments; represents Medical Services and Division with representatives of governmental and community agencies.
  • Prepares job descriptions for all levels of medical personnel within the changing context of medical service needs.
  • Provides support and direction for academic rotations and staff development programs; creates and maintains a learning environment that provides appropriate educational experiences and opportunities.
  • Establishes staffing patterns, which provide sufficient and appropriate personnel to deliver safe and therapeutically effective medical care.
  • Fosters active collaborative problem solving among medical, nursing, clinical, support, medical records, administrative, and other organization staff.

Quality Management:

  • Plans, organizes, and directs the professional and administrative activities of the medical staff; ensures effective delivery of medical services in compliance with applicable Federal, State, and local laws and regulations, including medical staff bylaws, established professional standards, Nursing Care Quality Initiative (NCQI) and Title 22 of the California Administrative Code.
  • Provides leadership and strategic vision for the Acute and Skilled Nursing Facility Quality Assurance Performance Improvement (QAPI), Performance Improvement (PIP) and Utilization Review (UM) Programs.
  • Provides leadership and oversight for the infrastructure of data collection, analysis, and reporting to support clinical quality outcomes.
  • Interprets, develops, and enforces policies in accordance with the California Department of Public Health’s regulatory requirements, Title 22, and other regulations and professional standards.

The Laguna Honda Hospital Chief Medical Officer (1165 Deputy Director) performs other related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

  1. Three (3) years of experience as an administrator of a large general teaching
    hospital or related organization OR three (3) years of complex healthcare
    administrative experience; AND
  2. Possession of a valid, unrestricted license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California; AND
  3. Possession of valid Board Certification in a medical specialty area; AND
  4. Possession of valid Drug Enforcement Agency registration with the United States Department of Justice.

One (1) year of full-time employment is equivalent to 2,000 hours based on a full-time work schedule. Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
