Company Description

In April 2022, the City Administrator’s Office, Controller’s Office, and Department of Human Resources came together to launch the Government Operations Recovery Initiative, a special initiative aimed at addressing staff shortages, contracting backlogs, and financial system challenges that make it difficult to operate effectively and efficiently.

Under this initiative, the three offices are creating project teams to serve as subject-matter-experts, project managers, project analysts, and business analysts to plan and manage complex projects to streamline processes related to hiring, procurement and financial operations.

The Projects Analyst will join the Government Operations Recovery (GovOps) Contracts Reform team under the City Administrator’s Office.

The City’s current procurement and contracting processes are complicated, time-consuming, and resource-intensive for both City staff and suppliers. This can lead to delays in the acquisition of goods and commodities and the delivery of important services. The Contracts Reform team works on special projects that help reduce administrative burden and lower barriers to participating in public procurement opportunities to advance the City’s equitable contracting goals.

While the core team itself is small, currently composed of four staff, the team works in close partnership with a number of other City departments and divisions who are involved in procurement and contracting.

The team strives to be dynamic and responsive to City staff and supplier needs and is currently guided by the following principles:

  • How do we build better systems while minimizing unintended consequences and any potential adverse effects of change and transitions?
  • How do we orient our work around the challenges that small, local businesses and community providers face to ultimately lower barriers to accessing public procurement opportunities for all?
  • How do we balance a bold vision for the future with practicality and feasibility?

Job Description

As a Project Analyst, you will play a critical part in crafting and implementing reform projects to improve the City’s procurement and contracting processes and support its supplier community. This is a good opportunity for anyone who is motivated by convoluted but compelling challenges in governance, interested in finding the balance between incremental and transformational changes, dedicated to ensuring that public institutions serve communities equitably, enjoys bringing order to ambiguity, and sees themselves as a budding public sector leader. This role will report to the Contract Reform Manager.

 

The projected responsibilities for this role are described below. The candidate who fills this role will be supported by the Contract Reform Manager and enjoy increasing ownership and agency over projects over time.

 

Partnership & Project Management 

  • Take ownership of multiple projects and/or workstreams, from conceptualization to hand-off and/or close-out, with the support of the GovOps team.
  • Facilitate and support meetings across diverse stakeholders (in terms of roles, functions, and identities) with the goal of identifying root challenges, developing solutions, mitigating risks and unintended consequences, building consensus, clarifying responsibilities, and developing clear next steps. Present ideas to and gather feedback from key stakeholders in internal and public-facing settings.
  • Directly implement project activities through a continuous improvement lens. 
  • Coordinate action items across multiple implementation partners and monitor project progress to ensure that deliverables are fulfilled in a timely manner. 
  • Maintain project tracking tools to ensure proper resourcing, timelines, stakeholder engagement, etc. are implemented.

 

Research & Communications 

  • Conduct research and analysis on promising procurement practices; jurisdictional benchmarking; supplier outreach; and policy, administrative, and regulatory issues pertaining to procurement and contracting. 
  • Synthesize data and information into compelling, concise, action-oriented narratives for various types of audiences – from high-level decisions-makers to members of the public. 
  • Support the creation of memos, slide decks, and other deliverables to communicate recommendations and project milestones. 
  • Monitor legislative and rule-making processes for laws and regulations that could potentially impact the City’s procurement and contracting functions. 

 

Training & Knowledge Development  

  • Partner with subject-matter experts, procurement specialists, and departmental leaders to create and conduct engaging, accessible, and scaffolded trainings for City staff and suppliers. 
  • Implement additional knowledge transfer and change management strategies to support the sustainability of reforms. 

 

Teaming & Visioning 

  • Maintain team documents/resources with intention to ensure that internal knowledge transfer is prioritized and reduce institutional memory loss.
  • Coordinate system access and role mapping for central contracting agencies.
  • Provide time-limited capacity support to various City contracting departments or divisions.   
  • Support the GovOps team with administrative tasks as assigned.

Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work,as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR

3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

 

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.

Additional Information

Compensation: $94,900 to $115,362 annually
