The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

Security and Investigations (SI) Unit: The Security and Investigation Unit is a multi-dimensional unit that is responsible for the safety and security of approximately 6,000 staff members and a growing 400,000+ daily riders of the San Francisco public transportation system. Five units fall under the purview of Security and Investigations- Proof of Payment Unit, Muni Transit Assistance Program, Video Surveillance Unit, Emergency Management Systems Unit, and Private Security Unit. Each of the units plays an individual role in the collective responsibility of providing a safe transit system for our customers and our staff.

POSITION DESCRIPTION:
Under general direction of the Chief Security Officer, the Manager V will assist with directing and evaluating the Security and Investigations Team. The Manager V makes policy decisions, identifies program priorities and direction, establishes work programs, delegates roles and responsibilities, and recommends agency direction.

This position will make decisions regarding responding to transit emergencies, deploying staff and/or units to address changing service needs, allocating resources and personnel to achieve security related outcomes, taking appropriate actions to address security related incidents, streamlining processes, and establishing protocols to ensure effective security management and appropriately respond to disciplinary issues and customer feedback.  

The Manager V is also responsible for assisting with preparing, managing, and coordinating all aspects of the annual budget for the SIE units; evaluating relevant and available technologies for those units; and presenting administrative and operational SIE reports to the SFMTA Director of Transportation, executive staff, SFMTA Board of Directors and other governing oversight committees.

The position also develops administrative processes, performance goals, and evaluates the progress in achieving these goals; reviews and determines the appropriate course of action when the need arises; serves as a liaison with other departments; and acts as the SFMTA Chief Security Officer (CSO) in their absence and performs required duties.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

  • Manages the development and implementing of all SIE standard operating procedures, policies, goals, and objectives.
  • Manages the development and oversight of the annual budget for all SIE units; Video Surveillance, MTAP, POP, Emergency Management, and SIE Administration.
  • Evaluates and implements best practices to ensure uniformity amongst SIE Subdivisions.
  • Manages and assesses SIE Managerial staff work performance and recommends areas of improvement through performance plans, appraisals, employee recognition, and progressive discipline.
  • Builds a culture of mutual respect and alignment up and down the chain of command. Addresses employee safety and satisfaction issues proactively and effectively.
  • Reviews program progress and makes recommendations for improvements.
  • Establishes contractual relationships with vendors; reviews SIE proposal requests and approves the solicitation of bids.
  • Represents the SIE subdivision in meetings with working groups within the agency and other governmental and regulatory agencies and public meetings as assigned.
  • Responds to and manages other issues within the SIE subdivision as conditions change and/or the need arises.
  • Manages the video and badging operations to provide excellent customer service to the Transit Division, SFPD, Agency employees, and other stakeholders.
  • Reviews security incidences for completeness and works with the Video Surveillance Unit to ensure completion.
  • Manages the development of SFMTA’s security incident reporting system and the related policies and procedures.
  • Manages the deployment and performance of the Security Operations Center to provide security intelligence reports and alerts.
  • Manages and administrates the contract for private security service.
  • Participates in the Department Operations Center (DOC) at the Transportation Management Center.
  • Performs other related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

  1. Possession of a Baccalaureate degree from an accredited college or university; AND
  2. Five (5) years of managerial level experience in military, law enforcement and/or security of which three (3) years must include experience supervising professionals; AND
  3. Possession of a current valid driver’s license.

Substitution:

Additional qualifying experience may be substituted for the required education on a year-for-year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Note: One (1) year full-time employment is equivalent to 2000 hours.

DESIRABLE QUALIFICATIONS:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Managerial experience in fields of military, law enforcement, and/or private security. Managerial experience is defined as a high-level administrative and policy influencing position for the purpose of accomplishing organizational goals.
  • Knowledge of law enforcement or security operations to assist with re-designing an innovative operations center.
  • Demonstrated knowledge of federal, state, and local laws and regulations as well as transit security best practices.
  • Develop innovative and data-driven solutions to existing and new security challenges.
  • Ability to manage and coordinate multiple tasks to meet stipulated deadlines.
  • Ability to use quantitative analytical skills to evaluate program performance, resource utilization, and distribution.
  • Knowledge of modern computer skills necessary for data collection, compilation, analysis, interpretation, report writing, and presentations.
  • Experience in training and development of employees in a large group setting.
  • Experience managing, planning, organizing, and directing the activities of a large number of employees.
  • Ability to identify problem areas and evaluate, formulate, and implement appropriate solutions to complex issues and problems.
  • Experience in the development of policies and procedures to improve the operations and functions of a large group.
  • Ability to deal tactfully and effectively with staff, other governmental representatives, and the general public.
  • Ability to communicate clearly, effectively, and diplomatically in both writing and verbal form to address complex issues concisely and accurately.
  • Experience working with Diversity, Equity & Inclusion (DEI) & Diversity initiatives.
  • Experience in planning programs and/or delivering services to racial, ethnic, and other marginalized communities including Black, Indigenous, Latinx, Asian, Pacific Islander, and Middle Eastern communities.

  • Experience collaborating with diverse stakeholders, community groups, underserved or marginalized communities.
