Job Description
Project: Potable Emergency Firefighting Water System
Provides general direction, directs, supervises and manages the Mechanical and Electrical Engineering Design Sections, Technical Services Section and administrative staff in the Engineering Management Bureau. These Sections prepare engineering design reports and contract packages (plans, specifications and cost estimates) for complex Water, Wastewater and power Enterprise Capital projects. The Bureau provides engineering design support during construction phase for these Capital projects. The Sections also provide these same services for the Emergency Firefighting Water System (EFWS) in San Francisco. The Bureau manages design consultants and consultant contracts.
Essential Functions:
- Provide guidance to direct reports and directly to other staff when necessary.
- Work with Design Section Managers to ensure high quality report, studies and design packages (contract documents).
- Work with Project Engineers to coordinate projects and resolve project design related issues.
- Take the role and assume duties of Regional Project Engineer when required and assigned.
- Review/approve etime (timesheets) on a bi-weekly basis. Review staff charges to projects and overhead. Approve time off requests for direct reports considering work coverage.
- Capture lessons learned for future projects. These can be in all phases (planning, design and construction) of a project.
- Develop plans for execution of design projects taking into consideration the balance of consultant and in-house staff usage as well as other City Departments such as Public Works.
- Prepare project specific and as-needed Request for Proposals and administer consultant contracts in a timely manner to meet Enterprise Capital project schedules. Consultant contracts are also used by Operating Divisions and other groups within SFPUC.
- Review design packages completed by Public Works and Consultants.
- Review staff workloads and forecast project deliverability.
- Work on recruitment and hiring new staff with emphasis on Racial Equity.
- Work with the other EMB Division Managers on standard specifications and updating procedures
- Handle personnel issues and work with HR as necessary.
The 5212 Principal Engineer will perform other related duties as assigned.
Qualifications
Engineer Specialty
1. Nine (9) years verifiable professional engineering (e.g. civil, electrical, mechanical, sanitary/chemical/environmental, transportation/traffic, or structural) work experience, of which six (6) years of that experience must be as a licensed professional engineer. Two (2) of the nine (9) years must be equivalent to the City and County of San Francisco class 5211 Senior Engineer; AND
2. License: Possession of a current Certificate of Registration as a Professional Engineer in the State of California.
