The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. The Workforce Development Division of the Office of Economic and Workforce Development coordinates the San Francisco Workforce Development System, which is a network of public, private, education and nonprofit service providers that serve San Francisco jobseekers and employers. Job Description
The Hospitality Initiative Workforce Programs Specialist will be assigned to the Workforce Programs unit’s Hospitality Initiative team to support Workforce programming and services that address the needs of our local communities, with an emphasis on our most vulnerable populations to support them to successfully transition into competitive employment opportunities.
Job Description:
Under general supervision, performs a variety of activities and duties related to program management and oversight of OEWD’s Hospitality Initiative and support to other Sector Training, and Pilot Workforce programming. Through this role, Programs Specialist will successfully implement the following (but not limited to) tasks: Program development, planning, implementation and evaluation; conducts program analyses through prepared qualitative and quantitative data and makes recommendations for improvement; Provides capacity building, technical assistance and training for workforce community and educational partner staff on workforce programming and data reporting systems; Data reporting and analysis to be formulated and presented in public settings; Engagement and partnership development with stakeholders, labor, employers, community partners and the workforce system to best inform Hospitality Initiative, other Sector Training, and Pilot Programs; and performs related duties as required.
Specific functions include (but not limited to) the following:
Program Development, Implementation & Enhancement:
- Support to oversight of programming under the Hospitality Initiative, other Sector Training, and Pilot programs portfolios in adherence to City’s local plan, regional plan, department procurement process guidelines, funding regulations and stakeholder workforce needs.
- Develops and monitors grantee work plans and performance plans to assure that program models effectively steer the development of successful programming. Plans are in accordance with multiple funding streams guidelines and requirements.
- Provides support for workforce program research including labor market data, industry trends, best practices, etc. to ensure programming is meeting the real-time needs of industry partners.
- Actively participates and supports in writing procurement content for Hospitality Initiative, other Sector Training, and Pilot Programs, as well as reviewing and rating workforce development proposals for these areas.
- In collaboration with community and educational partners, develops effective program design, client services flow, and necessary reporting procedures to effectively serve and report on priority populations identified through these funds.
- Assists with sector training program implementation, including coordination with City departments, outreach to identified employers, and connecting employers with workforce resources.
Contract Monitoring, Evaluation, Technical Assistance, Training and Capacity Building:
- Develops tools and methods of evaluating and monitoring effectiveness of programming.
- Through program oversight and formal monitoring visits, lead the coordination of monitoring and evaluating strategies, policies and operations of sector programming to assure that grantees are complying with federal, state and local funding requirements and guidelines.
- Prepares, reviews and executes contractual scopes of work for the disbursement of funds.
- Provides technical assistance, facilitate training and sharing of best practices to workforce partners on programming and data reporting systems.
- Recommends program model or training modifications and adjustments to ensure responsiveness of programming to both employers and job seekers needs.

Reporting, Analysis and Presenting of Data for OEWD Management, City Officials and Key Stakeholders:
- Collects and evaluates qualitative and quantitative data through reporting systems.
- Prepare monthly, quarterly and ad-hoc sector and program data and program performance analysis to present to for senior management, Workforce Investment Board members, relative stakeholders, OEWD management and City officials.
- Collects, prepares and presents a wide variety of reports, memoranda and correspondence.
- Reviews and analyzes monthly reports submitted by various community groups, organizations and agencies to ensure contract compliance.
Stakeholder, Community, Workforce System, and City Departments Engagement and Convenings:
- In collaboration with direct supervisor, lead the coordination and implementation of multiple stakeholders (including employers, non-profit partners, educators, public officials, community members and City Departments), to provide comprehensive service models and address the workforce needs of the Hospitality Initiative, other Sector Training, and Pilot Program constituents.
- Develop strategies for distribution of collateral and various messaging to ensure that local, prioritized and underserved populations are aware of and have tangible access to sector programs.
- Spearhead effective engagement and outreach to diverse populations, including re-entry community, public housing residents, OFA participants, public aid recipients, etc. through diverse partnership development.
- Attend conferences, trainings, meetings, strategy sessions and relevant stakeholder meetings to best inform sector programming through learning practices and networking.

Special Conditions
Workforce Development – Two (2) years of experience administering or overseeing workforce development programs that involve complex fiscal and programmatic rules and regulations, reporting and compliance as required by local, state and federal regulations.

Minimum Qualifications
These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. 1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications:
- Knowledge and experience developing and implementing hospitality sector workforce programming, distinctly understanding the unique needs of San Francisco neighborhoods and specific vulnerable populations.
- Hold excellent interpersonal, written and verbal communication skills. Extensive experience in writing clear and concise reports, requests for proposals, policies and procedures, newsletters, written memos and directives to a wide range of audience.
- Demonstrated ability to develop and manage multiple relations with multiple stakeholders including: community-based organizations, local officials, employers, labor, industry associations and others.
- Experience working in a government and/or non-profit settings interacting with the development and implementation of workforce programs that serve disadvantaged populations.
- Knowledge of San Francisco’s neighborhoods, local government, workforce development, and social services infrastructures.
- Knowledge of and direct work experience with federal, state and local funding including (but not limited to): Workforce Innovation Opportunity Act, Community Development Block Grants, Competitive Grant Funds (i.e. Department of Labor) General Fund dollars, etc. Understanding of the regulations and requirements associated with each of these funding streams.
- Understands the unique workforce needs of vulnerable communities to inform sector workforce programming.
- Direct work experience with Hospitality Industry employers to enhance opportunities for training graduates to access sector career pathway opportunities.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Behavioral Consistency Questionnaire Exam (Weight: 100%):
Qualifying candidates will be required to respond to essay-style questions on a Behavioral Consistency Questionnaire Exam in the time frame indicated, and submit their answers as directed. Only qualifying candidates will be emailed specific information about the Behavioral Consistency Questionnaire Exam at a later time.
The questions contained in the Behavioral Consistency Questionnaire Exam have been designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: thorough knowledge of the principles and practices of community development programs; Federal, State and local laws as the apply to such programs; and local government structure; abilities and skills to work with neighborhood organizations and to perform some statistical analysis; ability to apply principles to define problems, collect data, establish facts and draw valid conclusions; write clear and concise reports, recommendations and correspondence; ability and skills to deal tactfully and effectively with representatives of governmental and community organizations; and speak effectively before individuals and groups.
The Behavioral Consistency Questionnaire Exam will be rated and scored. Candidates will be ranked on the eligible list based on the scores received on the Behavioral Consistency Questionnaire Exam. Candidates must achieve a passing score to be placed on the eligible list. Candidates will be placed on the Eligible List in rank order according to their final score. The department may administer additional position-specific selection procedures to make final hiring decisions.

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
