Job Description

As the Toxics Reduction Program Manager, you will lead the Toxics Reduction Program and oversee programs and projects that improve the health of San Francisco residents and the environment. Working with your diverse team of 11 or more professional staff plus fellows and interns, you will set strategic direction for and oversee implementation of existing programs such as the City’s Household Hazardous Waste Program, Green Business Program, Integrated Pest Management Program, Buy Green Program, Healthy Nail Salon Program, and Healthy Homes Program. You will also identify and leverage new opportunities to reduce the use of toxic chemicals, identify safer alternatives, and advance proper disposal and recycling of hazardous waste through local and state legislation, new program development and grant making.  

You will represent the Toxics Reduction Program, Department and City in a wide variety of situations, such as delivering public presentations; and developing collaborations with wide range of organizations and businesses, including other City departments and local, state and federal government agencies. You will oversee the administration of the Toxics Reduction Program, including developing and executing workplans, budgets, and hiring and mentoring staff.

What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.

  • Develop strategic direction, guide implementation of, and expand of policies, programs and projects that advance toxics reduction, safer alternatives to toxic products or chemicals, producer responsibility, and/or proper disposal of hazardous waste.
  • Initiate and foster partnerships with City departments, a wide variety of organizations and businesses, and other local and state governments.
  • Advance policy concepts by crafting and/or reviewing legislation related to toxics reduction, pollution prevention, extended producer responsibility, and/or hazardous waste disposal.
  • Develop and administer program budget and professional services contracts.
  • Hire, train, mentor staff and foster a collegial work environment.

Supervision Exercised - This position manages the Toxics Reduction Team with direct supervision of three Senior Environmental Specialists, and indirect oversight of their direct reports, interns and fellows. Position assigns work, promotes professional skills development, and reviews staff performance.

Qualifications

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university, and seven (7) years of professional experience managing and implementing environmental programs. Four (4) years of this experience must be in a field related to toxics reduction; OR 

2. Possession of a baccalaureate degree in environmental science, public administration, business administration, or closely related field (including but not limited to: fields related to toxics reduction, environmental studies, geography, public health, industrial hygiene, chemistry, toxicology, or chemical or environmental engineering) from an accredited college, and five (5) years of professional experience managing and implementing environmental programs. Four (4) years of this experience must be in toxics reduction; OR

3. Possession of a juris doctor or a master's degree in environmental science, public administration, business administration, or a closely related field (including but not limited to: fields related to toxics reduction, environmental studies, geography, public health, industrial hygiene, chemistry, toxicology, or chemical or environmental engineering) from an accredited college or university, and three (3) years of professional experience managing and implementing environmental programs in toxics reduction; OR

4. Possession of a Ph.D. degree in environmental sciences, public administration, business administration, or a closely related field (including but not limited to: fields related to toxics reduction, environmental studies, geography, public health, industrial hygiene, chemistry, toxicology, or chemical or environmental engineering) from an accredited college or university, and two (2) years of professional experience managing and implementing environmental programs in toxics reduction.

In addition to meeting one of the combinations of education and experience listed above, both of the following minimum qualifications are also required:

  • A minimum of three (3) years of experience managing and implementing pollution prevention and/or hazardous materials programs; AND
  • A minimum of two (2) years of experience supervising multiple employees concurrently or leading a team on a major project.

Note:

  • One (1) year is equivalent to 2,000 hours worked. 2,000 hours of qualifying experience is based on a 40-hour work week.
  • Qualifying experience which meets the minimum qualifications can be gained concurrently.

After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.
