What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Job Description

What You’ll Be Doing

Communities across the country are seeking to address the racially disproportionate impact of the criminal justice system and safely reduce their jail populations. This has put a spotlight on the evidence-based role of permanent housing in breaking the cycle of incarceration, housing instability, and homelessness. However, the population at the intersection of homelessness and the criminal justice system faces unique barriers to housing stability at the individual-, community-, and system-levels, including housing discrimination, job loss sustained while in custody, and more.

HSH believes that to center equity and more strategically and comprehensively respond to racial disparities, San Francisco’s homelessness response system needs to develop a systemic and sustainable approach to supporting people who are criminal justice involved and unhoused. Key housing, criminal justice, and community outreach partners are coming together with HSH to develop and implement system changes that will improve services, opportunities, and well-being for this population. The Manager of Housing and Justice Systems Initiatives will lead stakeholder coordination, community outreach, collaborative planning, and program implementation work to fill this gap in San Francisco. This position will work closely with housing and justice partners across the City, including San Francisco’s Safety and Justice Challenge, an initiative funded by the MacArthur Foundation to safely reduce the jail population and racial disparities in jail.

Essential duties include but are not limited to:

●     Lead all aspects of HSH’s Housing and Justice-System Initiatives, including developing project plans, facilitating workgroups, establishing project deliverables and timelines, documenting decisions, and facilitating communication across project stakeholders.

●     Build and manage key relationships with housing and homelessness, criminal justice, and community outreach stakeholders. Lead one or more workgroups focused on different projects related to housing and justice system initiatives. Collaborate with other local workgroups, such as San Francisco’s Safety and Justice Challenge Workgroup.

●     Organize and facilitate listening sessions, town-hall style meetings, focus groups, and other convenings to lift up and incorporate the leadership of communities with lived experience of homelessness, housing instability, and the criminal justice system. Oversee and work closely with community outreach contractor(s) identified to support this work.

●     Draft, workshop, and complete a Housing and Justice Initiatives Action Plan, summarizing community input and proposing new pilot projects intended to improve services, opportunities, and well-being for the population of focus.          Prepare presentation materials for agency leadership and provide public presentations on project processes and findings at relevant stakeholder workgroups and forums.

●     Move from a housing plan to launching housing investments: in partnership with the Mayor’s Office of Housing and Community Development, utilize philanthropic impact investment to implement one or more housing programs identified in the Housing Investment Action Plan.

●     Collaborate with evaluation partners to measure program outcomes, progress to goals, and identify opportunities for improvement, with a focus on increasing racial equity and safely reducing the jail population.

●     Manage a project budget and timeline for all grant(s) associated with this work, including procurement, grant reporting, and all milestones and deliverables. Liaise with grant-funded technical assistance providers and identify resources to support San Francisco partners and projects.

●     The Manager of Housing and Justice System Initiatives will also help coordinate an impact investment contract, and community outreach provider contract, with support from HSH’s contracts team.

Qualifications

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824

1.    Demonstrated experience working collaboratively across justice entities to build collaboration and consensus

2.    Demonstrated experience working on public policy or public program design and/or implementation
