Job Description

Project Name: Hetch Hetchy Renewal and Replacement Job Manager Communications (R&R)

Position Title: Renewal & Replacement (R&R) Job Manager -- Communications 

Position Description:

Under the direction of the Chief Engineer the 5602 CAT 18 position will serve as the Job Manager over multiple HHWP Renewal & Replacement (R&R) Projects that were approved in the HHWP 10-year Capital Improvement Plan (CIP). Following established project management policies and procedures, the 5602 Job Manager will plan, develop, construct, and commission multi-disciplinary capital improvement projects within the Hetch Hetchy Water & Power Division. Typical projects may include:

  • SCADA/OSI Upgrade Project. This project must be developed and commissioned without interrupting the supervisory functions of the current SCADA system. This project will include procurement of new firmware and hardware, system configuration, testing, commissioning, and training.
  • Radio Improvement Project. This project is an Enterprise-wide project to upgrade and expand the existing 2-way radio system. This project will work with the Enterprise Radio Improvement Project Manager to integrate new equipment and systems with the existing infrastructure within HHWP Division.
  • Microwave Equipment Upgrade. This project will assess the condition of the existing MNI equipment, evaluate its future reliability, and as applicable construct capital improvements to provide 50-year life extension to the Microwave voice/data transmission system.
  • Electric Transmission instrumentation/control/metering improvements to ensure WECC/NERC compliance.

Essential Duties and Responsibilities:

1. Supporting the fiscal appropriations, prepare Project Management Plans, initiate and manage professional service and construction task orders, prepare weekly and monthly job status reports, oversee construction and commissioning quality assurance, and thoroughly document completed projects through closeout processes.

2. Develops, maintains, and forecasts monthly and multi-year job cost plans based on the job work breakdown structure.

3. Develops, maintains, and forecasts Critical Path Method (CPM) schedules based on the job work breakdown structure.

4. Develops Job Order Contract task orders using existing construction contracts.

5. Coordinates water conveyance and power outage needs with Hetch Hetchy managers.

6. Identifies operational constraints and develops, evaluates or recommends policies and procedures to improve operations, mitigate risks, and decrease costs.

7.  Writes a variety of documents including reports; work plans; general correspondence; project and job descriptions; operating procedures and policy recommendations; meeting minutes; documentation of forecast methodologies and model assumptions; reports that explain schedule and cost variances and trends, provide cost-effective recommendations to mitigate adverse variances and to support negotiation of change order costs with contractors; and other types of written documents as needed to support the diverse work activities assigned to this class.

Reporting Location:

Moccasin is located 140 miles east of the San Francisco Bay Area and requires a 5-hour round trip commute by car in fair weather.

Qualifications

Experience:

1. Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND

2. Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.

Substitution:

Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

Desirable Qualifications:

  • Working knowledge of industrial analog and digital communications systems and auxiliary systems.
  • Working knowledge of cyber security controls and protocols applied to industrial control systems.
  • Working knowledge of Motorola P25 land mobile radio (LMR) systems, microwave networks and related ancillary systems.
  • Working knowledge of industrial mission critical communications facilities.
  • Working knowledge of Project Management fundamentals.
  • Ability to exercise judgement, decisiveness and creativity in designing, planning, troubleshooting and integration of a variety of industrial communications systems.
  • Ability to effectively communicate, coordinate and schedule the execution of project tasks.
  • Ability to establish good working relationships with coworkers and project stakeholders.
