Job Description

Under general supervision, the Parking Control Officer patrols an assigned area for the purpose of enforcing motor vehicle parking regulations, and performs related duties as required.

Essential functions include: patrolling the streets and issuing citations in an assigned area; arranging for the removal of unlawfully parked vehicles; directing vehicular and pedestrian traffic; operating and monitoring a 2-way radio; making notes of actions taken in line-of-duty and preparing detailed reports; explaining parking and traffic regulations; lifting and installing/removing vehicle immobilization devices; lifting and positioning cones and barricades; operating a motor vehicle; following departmental policies and procedures and taking directives from supervisors/managers; and communicating orally in a professional, clear, and effective manner to supervisors, managers, and the general public in person and over the phone/radio at all times.

Nature of work: Involves considerable walking, standing, and sitting for extended periods of time, working in inclement weather, dealing tactfully with a sometimes hostile public, performing repetitive hand motion to chalk tires and direct traffic, repetitive bending, kneeling, squatting and exiting/entering vehicles; carrying and using a hand-held computer/printer to issue citations and occasionally manually writing citations; exposure to hazards and working in the proximity of other moving vehicles, and requires normal color vision.  Employees are required to lift and install/remove vehicle immobilization devices or traffic barricades weighing up to 50 pounds, wear equipment weighing up to 10 pounds while working.  Employees will be required to work nights, weekends, holidays, and any shift including split days off. Employees will be part of the division’s 24/7/365 operation and will be required to work overtime. Employees are required to wear a departmental issued uniform, helmet, pepper spray and safety gear.

Minimum Qualifications for this Recruitment

A Category 18 exempt appointment in Class 8214 with the City and County of San Francisco with a minimum of one year of service by December 15, 2022.

Underlying Minimum Qualifications

1. Two (2) years of verifiable full time satisfactory public contact experience which must have included providing and/or verifying information on laws, rules, regulations, and procedures, or responding to client or customer complaints as a primary responsibility; OR

2.  Successful completion of two (2) years military service either on active or reserve duty; OR

3.  Six (6) months of verifiable full time satisfactory experience as a Parking Control Officer; AND

4.  Possession and maintenance of a current valid Class C Driver License (Must possess a good driving record. See below for more information.); AND

5.  Possession of a high school diploma or proof of successful completion of an equivalency test (G.E.D or California High School Proficiency Examination)

SUBSTITUTION:

Thirty (30) semester or forty-five (45) quarter units from an accredited college or university which must have included at least fifteen (15) semester units or twenty-two (22) quarter units in any of the following areas: Psychology, Sociology, Criminal Justice, or Behavioral Science may be used to substitute one (1) year of above work or military experience under minimum qualification #1 or #2.

Driving Record:

Applicants must possess a good driving record with none of the following occurrences within the last two (2) years prior to October 2022 through the date of appointment:

• No convictions of California State Vehicle Code 20001 (leaving the scene of an accident involving bodily injury or death)

• No convictions of California State Vehicle Code 23103 through 23109 (reckless driving);

• No convictions of California State Vehicle Code 23152 – 23153 (driving under the influence of alcohol or drugs).

Selection Process

Qualified applicants will be ranked on an eligible list according to length of Cat 18 exempt City service and any other qualifying points such as promotive or Veteran’s Preference in accordance with CSC rules. Work history will be verified through City records which will be the final authority.

Eligible List/Score Report

 A confidential eligible list of qualifying candidates will be created and used for certification purposes only. A score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this selection process is subject to change after adoption (e.g., as a result of appeals), as directed by the Director of Transportation or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be 12 months.

For those candidates that do not have their qualifying 12 months at the time of eligible list posting, you will be placed under waiver on the eligible list and not available for appointment until you qualify. For example, if you were appointed to your Cat 18 position in November 2021, you would be under waiver until November 2022.

Certification Rule

The certification rule for this selection process will be Rule of the List.
