This selection process is being conducted in accordance with the 48th Supplement to Mayoral Proclamation Declaring the Existence of a Local Emergency Dated February 25, 2020 and temporary Civil Service Commission [CSC] Rule 111.17.

Compensation rate for this position is $72,930 to $88,582 annually.

Position Description

Under general supervision, performs difficult bookkeeping and financial record keeping operations within complex accounting systems and may direct the work of a small clerical staff. Incumbents interpret, enforce and carry out existing policies and procedures relative to financial record keeping activities; make regular contacts with other departmental personnel and the general public in connection with bookkeeping and financial operations; prepare and maintain a variety of complex financial and bookkeeping records and reports; post, adjust and balance entries to ledgers; verify the correctness of accounting documents; respond to inquiries and provide financial information; organize and file source documents; perform operations involving automated accounting systems and spreadsheet programs and perform related duties as required.

Qualifications

Minimum Qualifications for this Recruitment

A minimum of one year as a Category 18 exempt appointee in Class 1632 by December 15, 2022. Must be a current exempt employee with the City and County of San Francisco with no break in service.

Underlying Minimum Qualifications

Eighteen (18) months (equivalent to 3,000 hours) of verifiable experience processing financial and accounting matters (e.g. cost records, deposits, expenditures, allocations), bookkeeping and/or financial record keeping. Such experience typically includes verifying correctness of financial documents; maintaining expenditure records; and reconciling subsidiary accounts.

Substitution of Experience:15 semester units (or equivalent quarter units) of coursework from an accredited college or university with a minimum of 6 semester units (or equivalent quarter units) in accounting may be substituted for up to six (6) months of the required experience as described above.

Selection Process

Qualified applicants will be ranked on an eligible list according to length of Cat 18 exempt City service and any other qualifying points such as promotive or Veteran’s Preference in accordance with CSC rules. Work history will be verified through City records which will be the final authority.

Eligible List/Score Report

A confidential eligible list of qualifying candidates will be created and used for certification purposes only. A score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this selection process is subject to change after adoption (e.g., because of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months.

For those candidates that do not have their qualifying 12 months at the time of eligible list posting, you will be placed under waiver on the eligible list and not available for appointment until you qualify. For example, if you were appointed to your Cat 18 position in November, 2021, you would be under waiver until November 2022.

Certification Rule

The certification rule for this selection process will be Rule of the List.
