Job Description
Under general direction from the Director of Financial Planning and Analysis, this position is responsible for creating Airport rates, cost recovery analyses, revenue budgeting, forecasting and variance analyses, project justification analyses, oversight of the Airport’s billing system, and ad hoc financial analyses as required by key stakeholders and Airport management. The position also oversees the development of the Airport’s revenue budget, totaling approximately $1.3 billion.
The essential functions of this classification include, but are not limited to, the following:
• Develop cost recovery studies on Airport fees including ground transportation, parking, licenses and permits, etc.; make recommendations to Airport management on fee levels.
• Oversee quarterly revenue forecasting and prepare variance analyses with assumptions that have been verified with stakeholders.
• Supervise financial/statistical trend analyses related to concession activities and relevant metrics.
• Evaluate financial qualifications of Airport RFP/Q bidders to fulfill contracts awarded under Finance, Aviation and Parking Management, Revenue Development Management and other Airport divisions.
• Oversee the development of statistical/financial models used to streamline and automate reporting and analytical needs of Airport management.
• Facilitate annual updates of the Airport’s Economic Impact Study including summarizing and presenting data to other Airport and external stakeholders.
• Direct Property Management Billing System (PMBS) activities including day-to-day administration, index/rate adjustments, new tenant setup, etc.
• Guide new PMBS projects and report progress and key issues to Airport management.
• Ensure preparation of the annual Rates and Charges book and other documentation, and provide explanations to Airline representatives.
• Prepare Airport Commission memoranda, agenda items and off-calendar memos as needed.
• Directly manage two professional-level analysts.
• Act as Director of Financial Planning and Analysis in his/her absence.
Qualifications
Education: Possession of a baccalaureate degree from an accredited college or university.
Experience: Five (5) years of professional-level financial analysis experience, including three (3) years in a supervisory role.
SUBSTITUTIONS:
EXPERIENCE: A Master’s degree from an accredited college or university in Public or Business Administration, Management, Business Law, Public Policy, Finance, Economics, Statistical Analysis, Accounting, or other fields of study closely related to the essential functions of positions in Class 0931, may substitute for one (1) year of the required experience.
DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
• Professional level financial analysis experience in the aviation or Airport industry
• Bachelor’s degree in Public or Business Administration, Management, Business Law, Public Policy, Finance, Economics, Statistical Analysis, or Accounting preferred
• Proficiency with computer applications related to data analysis, modeling, and reporting (e.g., Tableau, Power BI, or similar)
• Proficiency in delivering financial presentations related to airports or aviation
• Knowledge of airport or aviation financial metrics and rate-making methodologies related to transportation
• Proficiency in administering or directing the administration of data and billing systems at airports
• Excellent written and oral communications skills
Note: One-year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hours work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be the basis for termination from employment with the Airport Commission.
SELECTION PROCEDURES:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Oral Examination (Weight 60%):
Candidates who meet the minimum qualifications will be invited to participate in an oral examination designed to measure knowledge, skills, and/or abilities in job-related areas which may include but not be limited to problem-solving; leadership; decision making; interpersonal skills; management; team building; communication; conflict management; process Improvement, knowledge of financial evaluation methodologies; organizational and time-management skills.
Those applicants who meet the Minimum Qualifications will be notified of the exact date, time, and place to report to the examination.
Supplemental Questionnaire Evaluation (Weight: 40%)
Applicants will be sent a Supplemental Questionnaire designed to measure the knowledge, skills, and/or abilities in job-related areas required for the position which may include but not be limited to: aviation industry rate-setting methodologies; knowledge of capital financing methods, principles, and property management; ability to express complex concepts and facts in writing in a clear, convincing and organized manner; knowledge and skills in financial, reporting and statistical software.
Note: A passing score on both the Oral Examination and the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score. The department may utilize additional selection procedures to make a final hiring decision. Candidate scores on this examination may also be applied to other announcements involving other titles, when directed by the Human Resources Director.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and the number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
