The department is divided into four divisions – operations; building design and construction; infrastructure design and construction; and finance and administration. The Director’s Office provides external and internal communications, policy direction, government relations and emergency management. The Public Works director reports to San Francisco’s City Administrator and the Mayor.

Operations Division
The Operations Division delivers essential services around the clock with street cleaning, street and sewer repair and maintenance, and repair services for civic buildings and structures.  Operations staff also provides graffiti removal, sidewalk maintenance, community partnerships to advance cleaning and greening initiatives, code enforcement, workforce development and apprenticeship programs, urban forestry care and tree planting, and landscape services.

Street Environmental Services keeps the City’s streets, sidewalks and other public spaces clean with mechanical and manual sweeping, graffiti abatement and power washing. The 24/7 operation runs specialized operations, including the Hot Spots teams that focus on encampment cleanups, CleanCorridorsSF, which provides a weekly deep cleaning to neighborhood commercial corridors, and proactive illegal dumping runs in the most impacted areas. The team also supports volunteer programs to advance San Francisco’s cleaning and greening initiatives.

Job Description

Under general direction, the Program Support Analyst performs a variety of highly complex and responsible professional administrative duties in the planning and coordinating of assigned functions and activities for the San Francisco Public Works in one of the following programs: Outreach and Enforcement (OnE Team), Community Programs, Apprenticeship Programs, and Pit Stop Programs.  This includes conducting training, education and outreach, inspections and enforcing City codes to keep San Francisco communities beautiful, vibrant and sustainable. 

1. Provides highly responsible administrative staff assistance including the conducting of specific, comprehensive analyses of a wide range of policies involving organization, procedures, finance and services.
2. Supervises and participates in the administrative activities of the assigned department; evaluates the need for and develops procedures, methods and schedules; approves the purchase of supplies, equipment, process payments and other accounts payable requests; may directly supervise functions as assigned.
3. Provides technical and administrative assistance to the assigned management staff; develops, prepares and presents reports, surveys and other administrative activities.
4. Participates in a variety of complex and detailed programmatic responsibilities involving problem solving, including review of work processes, coaching and developing employees’ individual work skills; supporting employees to work independently in a group/team environment.
5. Acts as representative of the assigned division for internal and outside meetings, committees and commissions; prepares presentations; may act as program spokesperson to the local media.
6. Recommends goals and objectives; assists in the development and implementation of policies and procedures.
7. Directs, oversees and participates in the development of the assigned work plan, work activities, projects and programs; monitors work fl ow; reviews and evaluates work products, methods and procedures.
8. Responds to and resolves difficult and sensitive citizen inquiries and complaints.
9. Interprets local laws and recommends legislative revisions.
10. Conducts surveys and performs research and statistical analyses as requested; prepares related reports.
11. May participate in recruitment and selection of staff, develops selection tools serves on interview panels and recommends appointment of personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures; recommends employee terminations.
12. Performs other related duties as assigned

Qualifications

MINIMUM QUALIFICATIONS

1. A Baccalaureate degree in social work, public administration, business administration or a related field; AND
2. Three (3) years of professional experience in a general administrative capacity of which two (2)years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research; AND
3. Possession of a valid California driver license. 

Substitution for Education:
Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

Substitution for Experience:
Possession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above.

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
  • A valid out-of-state driver’s license is acceptable during the application process. A valid California driver's license must be obtained prior to appointment and maintained throughout employment.

SELECTION PROCEDURE

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supervisory Test Battery (Weight: 40%):

A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date oft this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Written Examination (Weight 60%):
Candidates achieving a passing score on the Supervisory Test Battery will be invited to participate in a written examination designed to assess their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to: knowledge of modern and complex principles and practices of community services, program planning, development and administration, organizational and management practices, personnel management, research methods, federal, state and local laws, code and regulations; skill to administer assigned programmatic responsibilities; supervisory, analytical, human relations, written communication abilities.

Note: Candidates must achieve a passing score on both the Supervisory Test Battery and the Written Examination in order to be ranked on the eligible list.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
