Job Description

Under general direction, the Program Support Analyst performs a variety of highly complex professional administrative duties in the planning and coordinating of the activities of the assigned program. Incumbents coordinate assigned functions and activities among department divisions and provide highly responsible administrative staff assistance to the assigned executive staff. Employees at this level receive only occasional instruction or assistance when new or unusual situations arise. Incumbents in this job code conduct studies and develop recommendations on systems, methods, procedures and general administrative questions and are expected to exercise considerable independent judgment in carrying out work assignments. Incumbents receive guidance and instruction on general program objectives, program regulations and interpretive guidelines. 

Essential Duties:

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  • Provides highly responsible staff assistance to Specialists in the Appeals Unit.
  • Directs, oversees and reviews and evaluates staff work to ensure program compliance with applicable policies and procedures.
  • Reviews assignments for accuracy and completeness.
  • Develops and drafts program policies and procedures for the Appeals unit.
  • Manages, prioritizes, plans, coordinates, assigns and reviews the work of the Appeals Unit.
  • Evaluates the need for developing new and service improving procedures.
  • Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for providing services; implements policies and procedures.
  • Prepares various complex reports on unit operations and activities
  • Investigates complaints and recommends corrective action as necessary to resolve complaints.
  • Conducts surveys and performs research and statistical analyses as required for the purpose of evaluating data.  
  • Reviews and interprets administrative letters, memos and manual revisions with staff; investigates and responds to reports of program misuse.
  • Oversees the review of reports related to assigned program; reviews problems and provides recommendation of corrective action on discrepancies.
  • Day-to-day supervision of the department’s Appeals Unit.  Manages the Appeals processes both internally within the unit, within other DHS programs, the state hearing systems and with the advocate community.
  • Participates in the selection of unit staff; provides and/or coordinates staff training, works with employees to correct deficiencies; implements discipline procedures as needed.
  • Describes and gives information regarding public assistance programs, qualification standards, policies and procedures to applicants and staff.
  • Answers questions and provides information to the public including the clients, legal representatives, or judges.

Qualifications

Experience:  Three (3) years of professional experience of which two (2) years are in the field of social services related to income maintenance or economic self-sufficiency programs. This experience includes responsibilities for functions such as supervising eligibility determination, case management, program development and administration, budget or contract development;  

​​​​​​​Education: A Baccalaureate degree in social work, public administration, business administration or a related field. 

Substitution

Substitution for Experience: Possession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.  

Substitution for Education: Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

DESIRABLE QUALIFICATIONS:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Selection Procedures:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will have their Supplemental Questionnaire Examination scored; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of modern and complex principles and practices of social services program development and administration; collaboration ability; and problem solving skills.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of months, and may be extended with the approval of the Human Resources Director.
