Operations Division delivers essential services around the clock with street cleaning, street and sewer repair and maintenance, and repair services for civic buildings and structures.  Operations staff also provides graffiti removal, sidewalk maintenance, community partnerships to advance cleaning and greening initiatives, code enforcement, workforce development and apprenticeship programs, urban forestry care and tree planting, and landscape services.

Building Repair  provides quality professional construction, repair and remodeling for City-owned facilities.
It also provides emergency-repair services around the clock, ensuring that police, fire and other public safety operations are fully functional at all times.

Job Description

This position will supervise a staff of subordinate personnel engaged in maintenance and repair planning or craft activities for multiple large buildings and grounds; assists in developing policies and procedures relating to maintenance and construction planning and operations; assists with budget preparations and performs related duties as required.

Examples of Important and Essential Duties:
1. Assists in the preparation of maintenance and repair objectives, policies and procedures.
2. Ensures that maintenance, repair and operations are performed in accordance with approved policies and practices; confers with craft supervisors and maintenance planners regarding technical problems; reviews and prepares various control reports regarding project status, work projections, maintenance procedures and material use; visits work sites to ensure efficient and effective use of time, material and equipment.
3.Assists in developing, implementing and revising an on-going deferred maintenance program; assists in compiling information for the annual division budget.
4. Supervises personnel engaged in emergency maintenance dispatch and the preparation of labor, materials, and equipment estimates; assigns and reviews work; ensures subordinates development and advancement through effective use of training and employee development programs.
5. Coordinates the completion of maintenance and repair projects, and investigates, resolves and responds to complaints; confers with site administrators, division heads, craft supervisors, vendors, and contractors; prepares correspondence regarding complaints.
6. Develops and enforces work standards and guidelines to be applied in maintenance planning; researches and analyzes existing documentation and newly developed techniques, prepares formal standards and procedures manuals.
7. Directs the work of subordinate craft supervisors and workers engaged in maintenance and repair activities; assigns, reviews and approves work; evaluates the performance of subordinates; resolves craft jurisdictional disputes.
8.Investigates improved maintenance methods, materials, supplies and tools; makes recommendations regarding changes to improve work productivity.

Nature of Work: This position requires incumbent to work in jail environment and to be available after hours, 7 days a week including holidays, to respond to emergency requests and issues.

Qualifications

Experience:
1. Four (4) years of experience supervising skilled craft workers engaged in maintenance and repair of buildings and grounds; AND

2.  Possession and maintenance of valid CA Class C Driver's License.

DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience in providing schedules using Microsoft projects software and Computer Maintenance Management System (CMMS)
  • Experience in utilizing Microsoft Office software applications
  • Working experience in interpreting blueprints
  • Experience working with all union construction trades, workers or crafts (i.e. plumber, steamfitter, sheet metal, carpenters, etc.)

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Basic Supervisory Exam (Weight 40%)
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

The Basic Supervisory Exam will be administered either on a computer or in paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Written Examination (Weight 60%)
Candidates deemed eligible and admitted to the examination will be tested to determine their relative knowledge, skills and/or ability levels in job-related areas, which may include but is not limited to: technical knowledge of building, maintenance, repair and tenant improvement activities; knowledge of policies and procedures regarding building maintenance operations; supervisory ability, problem solving ability; and written communication ability. 

Candidates must achieve a passing score on both the Basic Supervisory Exam and the Written Examination in order to be ranked on the eligible list.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
