The City and County of San Francisco is a dynamic 35,000-person organization that conducts thousands of hires each year focused on the community’s most pressing policy issues, including public health, homelessness, and transportation.

Complicating this effort is a legacy hiring process that is long and complicated. A new Citywide special project team tasked with reforming these efforts was created by the City Administrator, Director of Human Resources, and Controller. The Strategy, Project Management, and Analysis team supports this new and exciting work by engaging in strategic planning for the broader effort, identifying opportunities for programmatic reform that are rooted in research, and helping to develop a people analytics practice for the City.

Job Description

You will be joining a growing team as the People Analytics Lead, tasked with managing all empirical research aimed at deriving insights about the City’s workforce. This involves independently conducting highly complex data analyses leveraging technology, advanced statistical techniques, survey research, and benchmarking. To do this, you’ll first independently identify research questions, data needs, and analysis requirements related to the efficiency of the City’s hiring practices and the degree to which positions throughout the City are appropriately staffed. The role will then leverage analytic and technical skills to innovate, build, and maintain solutions to address these areas of human capital needs. Finally, you will lead efforts to summarize empirical findings into dashboards, graphics, written reports, and presentations that are easily understood by a non-technical audience.

One of your key tasks will be to supervise the development of a People Analytics practice for the City. This will involve leading best-practice research into the structure of other organizations’ people analytics teams, overseeing work to identify key workforce metrics to forecast for the City, and developing a consulting practice with other departments to assist them with their empirical workforce research. As this practice matures, the role may also supervise the work of other staff.

Data Analysis, Data Visualization, and Reporting

  • Lead all data analysis and data visualization activities for team. Develop dashboards and presentations using statistical packages (R or Stata), and data visualization software (PowerBI or Tableau) to understand employment trends. Maintain City standards for quality, accessibility and design of public reporting.
  • Use a variety of data analysis tools (e.g., queries, exports, pivot tables, definitions, visualizations, and data quality assessments) to understand Citywide employment data. Leads the development of products (e.g., Tableau Dashboards, presentations, communications, interactive what-if tools) that range from simple to complex and may require multiple iterations of development and testing.
  • Transform data for analysis by creating repeatable processes to structure data in specific formats, which may include writing and storing data scripts, developing export, transform and load (ETL) procedures. Troubleshoot and perform data audits to ensure and improve data integrity and investigates and resolves data discrepancies.
  • Conduct benchmarking and best practice research.
  • Use research findings to draft actionable recommendations for the Citywide leaders.

Project and Program Management

  • Manage the development of a people analytics practice for the City, including overseeing related research, leading highly complex data analyses, and overseeing efforts to summarize findings and communicate them to senior Citywide managers. As this effort evolves, this may include supervising additional analysts.
  • Develop detailed project plans, including scope and objectives, timelines, and budgets.
  • Maintain communication with manager and clients on project progress, identify issues and problem-solve through the life of the project.
  • Be a self-starter who can independently manage multiple projects within an evolving project landscape; serve as the project manager for work products.

Facilitation, Communication, and Divisional Leadership

  • Facilitate meetings with partner teams within the hiring reform effort, division leads throughout the City, and external subject matter experts to scope research questions, identify broader labor market trends, and determine the most appropriate data-driven solutions.
  • Promote inter-departmental collaboration and coordinate Citywide working groups to discuss research findings and recommendations for operational changes.
  • Prepare and deliver reports, infographics, dashboards, and presentations to communicate project results to the public and senior City managers, solicit feedback, and revise analyses as warranted.
  • Work collaboratively with all staff, encourage team members to challenge themselves and learn from each other, and actively contribute to team efforts.
  • Supervise lower-level administrative analysts on data-focused projects as needed.  

Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

Compensation: the annual compensation for this classification is $128,050 - $155,662.
