Job Description

Under general direction, the Principal Business Analyst will be  the Project Leader for the Business Intelligence Unit of SFPD’s Technology Division, which uses Oracle Analytics Server (OAS). As the Project Leader, the 1054 manages and provides technical leadership of projects involving large-scale, complex and highly analytical tasks.


Essential Duties include:

  • Plans, documentations, installs, and tests of OAS to meet end user requirements.
  • Manages system maintenance activities and the OAS/ Business Intelligence implementation processes department wide.
  • Project manage National Incident-Based Reporting System (NIBRS) related Business Intelligence projects.
  • Provides technical support services, develops training exercises for department staff, maintains technical education and presents training classes on OAS.
  • Gathers requirements and general information regarding users’ business needs relating to new developments or enhancements within OAS.
  • Coordinates support from Oracle for the technical and administrative resolution of network.
  • troubleshooting problems.
  • Leads, trains, assign duties, and develop when needed for Business Intelligence projects.
  • Identify opportunities for improving business processes through automation; prepare proposals to develop new systems or enhancements to existing systems, conduct feasibility studies.
  • Create work plans and monitor progress of project tasks, schedules, and completion dates.
  • Coordinate and attend project team meetings and user meetings.
  • May supervise staff as needed

Performs related duties and responsibilities as assigned.

Qualifications

1. Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

AND

2. Experience: Five (5) years of full-time experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications/Skills:

  • Experience with Oracle Analytics Service (OAS) and Oracle Business Intelligence Enterprise Edition (OBIEE)
  • Experience in IT Project Management

Background Investigation: Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment. The investigation may include, but not be limited to: criminal history records, driving records, drug/alcohol screening, and other related employment and personal history records. Reasons for rejection may include use of  controlled substances and alcohol, felony conviction, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision, inability to follow rules and regulations or other relevant factors. Candidates may be required to undergo  drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified. Applicants will be fingerprinted.

San Francisco Police Department (SFPD) job applicants would need to provide official verification consistent with the City's COVID-19 policy they are "Fully Vaccinated/Full Vaccination" before they can advance to the required Background Process phase of the recruitment process. "Fully Vaccinated" and "Full Vaccination" mean two weeks after completing the entire recommended series of vaccination (usually one or two doses) with a vaccine authorized to prevent COVID-19 by the FDA, including by way of an emergency use authorization, or by the World Health Organization (WHO). For example, an individual would be fully vaccinated at least two weeks after receiving a second dose of Pfizer-BioNTech or Moderna COVID-19 vaccine or two weeks after receiving the single dose of Johnson & Johnson COVID-19 vaccine. This SFPD specific COVID-19 vaccination applicant requirement supersedes the City's general COVID-19 vaccination new hire requirement.
