The Department of Public Health is accepting applications for a Communications Director (0933, Manager V).

Job Description

The Department of Public Health (DPH) Communications Director (0933 Manager V) will manage internal and external communications, including issues management, strategic messaging, campaign development, stakeholder and community engagement, news media relations, social media outreach, website management, multi-media, public relations, and other areas of communication while providing leadership for the development and implementation of strategic communications plans and management of a team of public information officers. The position incumbent will develop and implement an overall vision for multi-year communications, outreach, and messaging, and manage a team responsible for reputation enhancement, employee and executive communications, multi-media management, and public healthcare education, among other duties.  This position also serves the Director of Public Health, and the duties include serving as primary spokesperson, mentoring, and guiding communications team, providing strategic communication advisement; and working with highly confidential information.

ESSENTIAL DUTIES:

The Communications Director (0933 Manager V) performs the following essential job functions:

  1. Develops and implements a long-term and short-term communications strategy for DPH
  2. Manages reputational issues and crisis communications plans
  3. Develops proactive and reactive media strategies
  4. Manages, mentors, and guides the Communications team
  5. Creates and implements public campaigns with impacts across San Francisco and the broader Bay Area
  6. Executes and manages internal and leadership messaging and communications for DPH

The DPH Communications Director (0933 Manager V) performs other duties as required and assigned.

Qualifications

Required Minimum QualificationsAll applicants must verify that they meet all elements of the minimum qualifications including education and experience (amount and type) and supervision of professionals.

1. Possession of a bachelor’s degree from an accredited college or university;

AND

2. Five (5) years of professional experience in communications, media, government, community affairs, or related experience including creating and implementing internal and external communications programs of which three (3) years must include supervising professionals.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

Applicants must meet the minimum qualification requirements by the final filing date unless otherwise noted.

Education Substitution: Additional qualifying full-time work experience as described above (2000 hours equals one year) may be substituted for up to two (2) years of the required education. One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination/Drug Testing:
Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
