Job Description

Project: HH-1000R Mountain Tunnel Improvement Project      

This position will report to the San Francisco Public Utilities Commission (SFPUC), Infrastructure Division, Construction Management Bureau’s office in Moccasin, CA on a full-time basis.  The selected candidate will be assigned to various Hetchy Capital Improvement Projects and Mountain Tunnel Projects from San Joaquin County to Tuolumne County.  Residence in Moccasin, CA or its environs is highly desired due to the work location of this position. 

Under the general administrative and technical direction of the Resident Engineer or Senior Construction Inspector:  performs professional construction inspection work in sites such as reservoirs, tunnels, dams, water treatment plants, pump stations, transmission systems for potable water and clean water, wastewater facilities, roads, and associated commercial/industrial/mechanical/electrical equipment and controls in the field and office.  This position will be assigned to various construction projects managed by the SFPUC Construction Management Bureau (CMB), including but not limited to projects in the Hetchy Capital Improvement Projects (HCIP) and other capital and rehabilitation programs for the SFPUC.

Essential Functions:

The duties of the Construction Inspector include but are not limited to the following:

  • Ensure all contractor activities conform to applicable OSHA or other safety standards and fire safety codes;
  • Perform inspections of concrete formwork, reinforcing steel placement, concrete placement, excavations,  shoring, small and large diameter water pipe installations, pump station installations, heating/ventilation/air condition equipment and system installations, fiber optic network installations, pile driving installations, power substations, ADA retrofits, painting, building interior/exterior installations, structural steel installations, and power wiring systems, among others;
  • Produce daily construction inspection reports;  Evaluate contractor proposed change orders; 
  • Take and archive project  photographs;
  • Record contractor work force and equipment; Review and approve as-built drawings;
  • Review and recommend to the Resident Engineer the contractor monthly progress payment requests;
  • Provide quality assurance & oversight to ensure all contractor work conform to established acceptable standards, among other duties.

The 6318 Construction Inspector will perform other related duties as assigned.

Nature of Position:  This position will require climbing ladders and/or crawling into tight spaces such as pipelines and tunnels. This position will require assignments to projects in remote areas.  This position will be assigned the SFPUC’s Infrastructure Division - Construction Management Bureau. 

Qualifications

1. Two (2) years of verifiable full-time experience in City and County of San Francisco class 6317 Assistant Construction Inspector; OR

2. Four (4) years of verifiable full-time experience in construction inspection work insuring that plans and specifications are complied with and the workmanship and material used meet specifications.

Substitution:
1. A baccalaureate degree in Engineering or Architecture from an accredited college or university and/or experience as an Engineer on a level equal to City and County of San Francisco class 5203 Assistant Engineer or as an Architect on a level equal to City and County of San Francisco class 5265 Architectural Associate I or higher may substitute for up to two years of the required experience under Experience and Training Guidelines #2 for the Construction Inspector.

2. Two (2) years of verifiable full-time experience as a surveyor may substitute for up to one (1) year of the required experience under Experience and Training Guidelines #2 for the Construction Inspector.

3. Experience in construction, at the Superintendent/General Foreman level, supervising construction crews of more than six may substitute for up to two (2) years of the required experience on a year for year basis. Journey level construction experience and/or drafting experience will not be accepted as qualifying under #2 for the Construction Inspector.

4. Possession of an associate degree in construction or engineering from an accredited college or university may substitute for up to one (1) year of the required experience under Minimum Qualification #2.
