Job Description

The San Francisco Charter mandates the Arts Commission manage and care for the city’s Civic Art Collection. The collection includes over 4,000 artworks of varying media, including more than 700 large scale publicly sited historic monuments and contemporary, architecturally integrated artworks on exhibit throughout the city.

Under the direction of the Public Art Program Director, the Civic Art Collection Project Manager (CACPM) assists with the implementation of the City’s public art program and stewardship of the City’s Civic Art Collection. Under the supervision of the Senior Registrar, the CACPM works as a member of the Collections Team to manage conservation, maintenance, documentation, and care for works of art in the Civic Art Collection. The position manages projects in accordance with Civic Art Collection Guidelines and art collection management best practices.

Primary Duties of the Civic Art Collection Project Manager

1.Manages the maintenance and conservation as assigned for artworks in the collection, including, but not limited to, arranging for the removal, transportation, storage, repair, maintenance, conservation, cleaning and/or re-installation of artwork, preparing bid document’s for maintenance and conservation proposals, preparing all contracts or other agreements for services necessary for maintenance and conservation.  When required, apply for necessary permits and/or Airport security access badges.

2.Manages vandalism abatement for artworks in the collection, documenting incidents and filing police reports.  Coordinates conservation and cleaning treatments, logs incidents and tracks response efforts. Assists with the development of vandalism response protocols and strategies.

3.Supervises and evaluates the work of outside contractors, ensuring adherence to all project specifications and compliance with prevailing ethical standards relating to conservation and collections management.  Monitors contractors’ progress and ensures contract compliance; makes work site visits as necessary.

4.Assists in establishing and maintaining archival documentation of artworks in the Civic Art Collection. Conducts periodic inventories as assigned. Responsible for the transference of project conservation, maintenance, repair records and documentation to the archive and entering records into the collection database.  Assists in the continued maintenance, evaluation and upgrading of collections archiving systems, including both computerized and manual records; designs and prepares reports, works with other staff to meet informational needs regarding art objects.

5.Assists with annual maintenance/conservation planning, scheduling and budgeting for prioritized artworks based upon anticipated available funding. Assists in coordinating work and/or planning functions to meet established program goals and objectives; acts as a liaison and promotes good working relationships with other staff, offices; addresses or assists in addressing issues relevant to program with representatives of other departments, outside agencies, and members of the public. 

6.Performs and/or assists management in a variety of research and reporting functions; evaluates proposals, information and documentation from a wide variety of sources; compiles and analyzes data; writes reports and prepares documentation for evaluation by management and/or administrative staff; presents reports and data, including formal presentations to the Arts Commission and other groups, attending and presenting at community meetings as needed. Works with Arts Commission Public Information Officer and other city agencies to develop community outreach and project publicity, attends public dedication events. Drafts text for permanent identity plaques.

7.Prepares and monitors budgets for assigned projects. Responsible for having a comprehensive knowledge and understanding of project funding sources and department accounting procedures.  Assists in preparing grant proposals.

8.May train and/or direct the work of assigned staff and/or interns.

9.Performs related duties as assigned relative to the work of the Arts Commission.

10. Performance of essential functions requires use of a personal computer, including word processing, e-mail, internet, spread sheet, databases and/or other applications. Job requires attendance at some evening and/or weekend meetings, events or workshops. It also requires site visits to construction sites and use of personal safety equipment.

Qualifications

Knowledge of: the principles, procedures and legal standards utilized in a variety of project management and administrative functions relevant to the care of public sector art collections; art conservation methods and materials; budget planning and development; financial/fiscal monitoring and reporting activities; evaluation and development of management policies and procedures; development and administration of competitive bid processes and contractual agreements. Principles and practices of professional art/artifact registration; collections management standards and procedures; principles and practices of museum records management; computerized registration methods and related data processing techniques; principles and procedures used to handle, inspect, label and store fragile objects of art and to protect art objects from environmental hazards; legal standards and law applicable to collections management; and a general knowledge of fields such as art and art history.

Ability to: identify, gather and evaluate information from a variety of sources; formulate logical conclusions and develop effective courses of action and/or recommendations; use computer applications, including the collections’ inventory database, EmbARK; prepare correspondence, reports and other documentation, extract and process information and create and maintain records; prepare clear, accurate and well-organized reports, memos, and correspondence; speak clearly and concisely in order to effectively express ideas and communicate work-related information to a variety of individuals and groups; listen, ask appropriate questions and effectively elicit information; establish and maintain effective working relationships with staff, officials and the general public; respect right of privacy and exercise discretion; effectively utilize existing staff and resources; plan and direct the functions of a project; prioritize and organize multiple assignments and projects; exercise sound judgment and appropriately refer issues to managers/administrators; coordinate work and functions with other Commission programs and staff; ensure compliance with established policies and procedures; and facilitate attainment of established goals and objectives. Must have the ability to handle a high volume workload, work on multiple projects simultaneously, interface with many different personality types, be flexible, creative and resourceful in responding to the challenges of maintaining a collection housed in public locations.

Minimum Qualifications:

  • Possession of a Baccalaureate Degree from an accredited college or university with major coursework in fine arts, art history, architecture and design, museum studies, arts administration, arts conservation or a closely related field; AND
     
  • One (1) year full-time equivalent experience performing professional-level project management and administrative duties pertaining to art collections management and the care, conservation and maintenance of artwork, with demonstrated progressive increase in responsibility.


 Substitution: Applicants may substitute up to 2 years of required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Desired Qualifications:

  • 2-3 years of full-time equivalent experience in project management, including the ability to work on multiple tasks simultaneously, to work with a diverse group of people, and to be proactive in problem-solving.
  • 2-3 years of full-time equivalent experience working in the visual arts such as arts administration, collection management, conservation, art history, or museum studies, or related fields such as historic preservation, design, architecture or landscape architecture.
     
  • Commitment to racial equity and supporting the agency’s goals in racial equity.
     
  • Computer competency, in particular Microsoft Office Suite and collections inventory/management databases (Gallery Systems programs TMS and/or EmbARK preferred).

Salary: $87,386-$106,184 Annually
