Job Description

Appointment Type: Permanent Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

The Diversity, Equity, and Inclusion Manager (“DEI Manager”) is responsible for directing and developing OEWD’s Racial Equity Action Plan (REAP), providing project management support to OEWD’s Racial Equity Working Group and Subcommittees, coordinating with relevant City and public stakeholders, leading policy development and alignment of equity goals within major departmental initiatives, and leading a series of related projects to embed racial equity into all areas of work at the organization.

Under general direction from the Chief Operating Officer, the DEI Manager will perform complex job duties which include, but are not limited to:

Strategic Leadership

  • Conduct difficult, sensitive, highly visible, culturally humble, and complex  work focused on racial equity including analyzing citywide programs, policies, and legislation.
  • Consult closely with relevant City and community-based agencies on policy issues related to racial equity, in coordination with OEWD’s Racial Equity Working Group and Subcommittees
  • Collaborate with OEWD leadership, staff, other City departments and public stakeholders to clarify needs, issues, and parameters of emerging trends and policy needs in racial equity;
  • Support the development and implementation of key ORE legislative mandates including, but not limited to: Citywide Racial Equity Frameworks, Racial Equity Action plans, Citywide Racial Equity index and scorecards, and related racial equity dashboards, reports and data.
  • Develop and implement policy and budget recommendations related to racial equity for all Divisions under OEWD.
  • Lead the development and implementation of comprehensive metrics and key performance indicators to track, measure, and evaluate departmental REAP initiatives, in partnership with OEWD Leadership, COO, Racial Equity Core Team and Subcommittees
  • Collaborate with Data and Performance and other OEWD Teams in evaluating the impact of existing and proposed programs/policies designed to uplift racial equity, and recommend plans for implementation and ongoing evaluation of programs/policies addressing racial equity.

Project Management and Cross Functional Coordination

  • In partnership with the Racial Equity Working Group, and stakeholders, project manage the preparation of written reports that effectively communicate potential racial equity opportunities, priorities and gaps, and make timely recommendations to address programmatic, budgetary and policy constraints.
  • Organize and facilitate regular meetings with OEWD’s Racial Equity Working Group and subcommittees, and guide implementation on action items generated.
  • Serve as the Department’s primary point of contact to the City’s Office of Racial Equity (ORE) and act as a spokesperson all relevant meetings and events as directed by ORE and OEWD Leadership.
  • Support and facilitate convening of key stakeholders and community partners to advance racial equity.
  • Project manager development of reports, findings and recommendations to staff and oversight bodies as appropriate, including formal presentations to Executive leadership, employment partners and commissions.
  • Identify, convene and facilitate conversations, trainings, and sessions, that foster collaboration and communication on racial equity topics.

Qualifications

Desirable Qualifications:

  • Experience (3+ years) developing or leading equity and inclusion programs and change initiatives within a local government or public agency setting;
  • Experience (3+ years) working with diverse groups of community members especially groups from historically disenfranchised or marginalized communities;
  • Fluency in principles and practices of effective institutional change management necessary to achieve diversity, equity and inclusion goals;
  • Ability to lead individuals and teams to understand the impact of structural, institutional and interpersonal racism on policies, activities and programs
  • Ability to see situations from several different lenses and angles in order to inform conclusions, demonstrating strong judgment while taking into account varied perspectives. 
  • Ability to build strong relationships across a variety of stakeholders, influence others, and manage laterally to outcomes. 
  • Completion of racial equity, race and privilege related training classes or programs, and/or experience developing and/or delivering racial equity workshops or training
  • Strong project management skills, including the ability to lead on development and implementation of organization-wide policies, programs, and initiatives
  • Strong organizational skills, including the ability to produce multiple deliverables with overlapping deadlines 

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Minimum Qualifications:

  1. Possession of a bachelor’s degree from an accredited college or university in public policy, law, race or gender studies, social work, or a related field AND 

  2. Three (3) years of full-time equivalent experience performing professional level work as described in the job description.
