In 2019, Mayor Breed requested that the San Francisco Department of Early Care and Education (OECE) and FIRST 5 San Francisco (FIRST 5) align their investments and structures to streamline and improve the City’s early childhood development system. OECE and FIRST 5 joined forces to begin the planning needed to effectively merge the two organizations into a single entity now known as the San Francisco Department of Early Childhood.

The Department of Early Childhood works to ensure all young children experience equity through an integrated system of early childhood supports and services focused on strong community and family partnerships, healthy child development, and high-quality early learning.

Racial Equity Commitment

The Department of Early Childhood condemns all forms of racism, sexism, homo/biphobia, transphobia, ableism, xenophobia, and other forms of discrimination; and affirms that all people – explicitly including Black, Indigenous, and People of Color – have a right to be in our City and have a right to safe and affordable housing, neighborhoods free from pollution and violence, opportunities for educational advancement and wealth creation, healthy births, early childhoods with abundant opportunities to thrive free from the toxic effects of racism, and access to essential services such as parks, transportation, health care, and child care. The Department of Early Childhood is committed to the principles of racial equity and continues to implement new strategies in an effort to ensure that every child can learn and thrive.
