Job Description

Position Description:

Under supervision, the Human Resources Analyst will perform professional-level human resources work in recruitment and selection, classification and compensation, and human resources operations, including but not limited to conducting recruitments, selection and on-boarding activities, providing consultation to managers and employees on human resources related matters.

 Essential Duties and Responsibilities:

  • Assists in the development, maintenance and administration of a departmental human resources program including hiring, training, position management, compensation;
  • Conducts recruitments including preparing job announcements, reviewing employment applications, consulting and providing advice and guidance to departmental managers and supervisors on developing selection devices, reviewing and confirming selection and conducting education and/or employment verification.
  • Coordinates processing of human resources transactions; administers requests to fill positions; tracks the certification and selection process; directs and participates in the processing of appointments; onboarding processes; interviews and examines candidates.
  • Administers and maintains the classification plan; designs and implements recruitment and selection plans; collects and analyzes data to determine important/essential duties and position allocation criteria; and interviews employees and supervisors to elicit and/or clarify job information and organizational relationships; interprets and administers provisions of memoranda of understanding;
  • Produces lists of eligible for City employment: conducts job analyses, organizes recruitment activities, reviews employment applications, develops and administers selection devices, analyzes results, recommends passing scores, and creates eligible lists.
  • Provides information to departmental representatives, labor organizations, managers, employees, applicants, other agencies and the general public; interprets and explains human resources rules and policies.

Qualifications

1. Education: 

Possession of a baccalaureate degree from an accredited college or university;

AND

2. Experience:

One (1) year of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

Substitution:
Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)

Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for the one (1) year of required professional experience.

Background Investigation: Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment. The investigation may include, but not be limited to: criminal history records, driving records, drug/alcohol screening, and other related employment and personal history records. Reasons for rejection may include use of  controlled substances and alcohol, felony conviction, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision, inability to follow rules and regulations or other relevant factors. Candidates may be required to undergo  drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified. Applicants will be fingerprinted.

San Francisco Police Department (SFPD) job applicants would need to provide official verification consistent with the City's COVID-19 policy they are "Fully Vaccinated/Full Vaccination" before they can advance to the required Background Process phase of the recruitment process. "Fully Vaccinated" and "Full Vaccination" mean two weeks after completing the entire recommended series of vaccination (usually one or two doses) with a vaccine authorized to prevent COVID-19 by the FDA, including by way of an emergency use authorization, or by the World Health Organization (WHO). For example, an individual would be fully vaccinated at least two weeks after receiving a second dose of Pfizer-BioNTech or Moderna COVID-19 vaccine or two weeks after receiving the single dose of Johnson & Johnson COVID-19 vaccine. This SFPD specific COVID-19 vaccination applicant requirement supersedes the City's general COVID-19 vaccination new hire requirement.
