Company Description

The Treasure Island Development Authority (TIDA) is the City agency charged with implementation of the development program in partnership with the private developer, Treasure Island Community Development (TICD).  TIDA supports TICD in the design permitting, construction of public infrastructure required of the program and in the permitting, inspection and occupancy of market-rate housing.  TIDA is also charged with the development, in partnership with affordable housing developers and operators, of numerous affordable housing sites and with the ownership and operation of the program’s future parks and open spaces.

The Treasure Island development program includes the development of 8,000 new homes; over 500,000 square feet of retail and office space, 290 acres of new parks; new streets, utility infrastructure, and public facilities; and geotechnical improvement measures and sea level rise adaptation strategies.  Three sub-phase areas are currently under development on Treasure Island and Yerba Buena Island, and more than 1,300 new residential units are scheduled to be completed within the next three years.

Job Description

The 5506 Deputy Director for Development plays a central role for TIDA in implementing the development program for Treasure Island working closely with the TICD team with the goal of implementing the development agreement fully and effectively in the fastest timeframes possible.  This individual will interact daily with City agencies including Public Works, Public Utilities, Planning, Building Inspection, Fire, Arts Commission, and others. TIDA acts as a liaison between these agencies and TICD , and this individual will work in concert with the Public Works Infrastructure Task Force to facilitate agency reviews and permitting of the developer's infrastructure designs, to ensure that infrastructure is constructed to agency standards, and to facilitate agency acceptance of completed infrastructure.  This individual will also oversee and coordinate TIDA’s affordable housing development program and park/open space design review and operations planning. 

Essential Functions

  • Coordinate the design permitting, construction, and acceptance of public infrastructure; working directly with City agencies, horizontal and vertical developers, and consultants to facilitate the efficient and effective review and approval of infrastructure plans and permits, including subdivision mapping actions, construction management oversight of new public infrastructure, legislative submittals to the Board of Supervisors, public financing reimbursement applications, etc.;
  • Being proactive and solutions-oriented; and representing TIDA in community and stakeholder outreach related to the development program.  Anticipate and identify areas of potential conflict or concern and surfacing issues for resolution or action to expedite program delivery and avoid delays;
  • Track the development of residential, hotels, and commercial/retail sites coordinating milestones beginning with subdivision and mapping actions through the permitting of individual sites to final certificates of occupancy;
  • Work with TIDA staff, consultants, and developers to deliver affordable housing sites and manage design review, construction inspection, and future operations planning for the island’s parks and open spaces;
  • Review submittals of completeness, quality, and clarity, as well as working to resolve issues; managing and maintaining effective relationships with City staff and developers and their design and technical consultants;
  • Manage TIDA consultants, as necessary, to further agency and program objectives, and represent TIDA in community outreach and stakeholder forums related to the program

Qualifications

1.  Possession of a baccalaureate degree in architecture, engineering, or planning, plus, eight (8) years of architectural, engineering, or construction management experience; OR

2.  Possession of a baccalaureate degree in another field, plus ten (10) years of architectural, engineering or construction management experience; OR

3.  Twelve (12) years of architectural, engineering or construction management experience, in a field directly related to the project; OR

4.  Valid California registration as a professional engineer or architect, plus four (4) years of project coordination or resident engineer experience;

Desirable Qualifications

  • Experience leading or coordinating multi-phased construction projects with complex phase requirements
  • Experience leading or coordinating horizontal infrastructure aspects of large-scale private development projects, ideally in San Francisco or the Bay Area
  • Experience leading or coordinating projects with various agencies, public right-of-way components, and developing written agreements
  • Experience leading or coordinating projects with multiple funding sources
  • Experience in implementing and supporting Public/Private development partnerships in an urban setting
  • Experience presenting information and/or resolving issues in meetings and making presentations to elected or appointed boards or commissions.

Additional Information

Compensation:  $237,016 annually
