The Department of Public Health’s Disease Prevention and Control Program is accepting applications for 1 Full-Time position in class 2232 to serve as the Medical Director of Disease Intervention Services and Deputy Director of the HIV/STI Section within the Disease Prevention and Control Branch.

Job Description

Under general supervision of the Director of HIV/STI Prevention, the Medical Director of Disease Intervention Services/Deputy HIV/STI section director will perform the following duties:

  • Oversee design and implementation of a new program, RADR (Reserve for Accelerated Disease response) which is a CDC-funded initiative to strengthen the DIS workforce and to improve the quality and impact of DIS work
  • Collaborate with the HIV/STI, Communicable Disease and TB section directors to strengthen and optimize DIS work across DPC
    • Identify opportunities for standardization of DIS onboarding, training, and workload prioritization across the branch
    • Oversee cross-disease and preparedness training activities across DIS workforce, including simulated tabletop activities and just-in-time trainings
    • Develop and refine metrics for evaluation of DIS work and disease intervention program effectiveness, and implement and evaluate quality improvement initiatives
    • In collaboration with the RADR team and the Center for Learning and Innovation, develop, implement and evaluate a DIS fellowship program
  • In collaboration with epidemiologists in the SFDPH’s Population Health Division, identify strategies and develop initiatives to optimize the collection and use of surveillance, disease investigation, and electronic health record data
    • Identify opportunities and strategies to leverage technology to increase the efficiency and timeliness of disease intervention
    • Participate as a subject matter expert in the design, implementation, and optimization of existing or new data systems for the management of surveillance and disease intervention data
    • Optimize the use of population health tools in the DPH enterprise-wide electronic health record (Epic) as they pertain to communicable disease prevention, investigation, and response
    • Collaborate with laboratory partners to improve the timeliness and utility of genomic surveillance data for disease intervention
  • Develop and revise disease-specific outbreak response plans and surge plans for disease response
  • Lead multi-disciplinary teams to conduct investigations, execute disease preventing interventions, and evaluate outcomes
  • Provide medical/clinical direction and oversight to SFDPH’s LINCS (linkage integration navigation comprehensive services) program which provides partner services and linkage to care for individuals diagnosed with HIV and STIs in San Francisco
  • Supervises staff (including assignment of job duties and responsibilities, scheduling and coverage, annual performance appraisals, conflict resolutions, disciplinary procedures, and daily problem solving)
  • Participate as a member of the HIV/STI program’s leadership team and help prioritize, design, implement and evaluate strategic initiatives to improve HIV/STI prevention in San Francisco
  • Advance equity in DPH and in STI Prevention and Control Section by participating in division-wide and department-wide health equity work
  • Maintain collaboration with community collaborators and partners
  • Assist in applying for, monitoring and managing grants, budgets and contracts
  • Prepare scientific abstracts, presentations, publications or technical reports, and represent DPC regarding disease intervention priorities and policies to various audiences
  • Maintain clinical expertise in STI, HCV, HIV, and other communicable diseases by serving as an on-call CD physician and providing direct

Qualifications

  1. Possession of a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California*
    AND
  2. Possession of valid Board Certification in the appropriate medical specialty area for the assigned facility or division**
    AND
  3. Possession of valid Drug Enforcement Agency registration with the United States Department of Justice***

Desirable Qualifications

  • Subspecialty Board certified or board eligible in infectious diseases
  • HIV clinical specialty certification and experience and programmatic expertise in HIV prevention
  • MPH or equivalent experience in public health.
  • Two years of progressively responsible experience performing management, coordination, planning and evaluation.
  • Expertise in implementation science
  • Participation in successful grant applications for HIV, STI, HCV or communicable disease prevention research
  • Experience supervising clinical or administrative staff
  • Demonstrated success engaging communities disproportionately affected by communicable diseases, including STIs and HIV
  • Excellent communication skills, including writing and public speaking skills.
  • Ability to work as part of a team, to prioritize and handle multiple tasks and work independently in a high pressure environment.
  • Excellent problem-solving skills and good judgment.
  • Experience working with diverse communities, including Black/African American, Latinx, AAPI, LGBTQ+, persons experiencing homelessness
  • Ability to interact effectively with the medical and administrative staff, patients and family members, government officials, community representatives and the general public.
  • Commitment to providing first-class care and service to all members of the DPH service population, with heightened sensitivity and awareness to racial, ethnic, and culturally diverse members of the DPH’s workforce and patient populations.
