Job Description

Under administrative direction, the In-Home Supportive Services (IHSS) Director provides vision and leadership for the IHSS program. This dynamic position is responsible for developing and guiding the activities and performance of a large, diverse group of staff. As the team leader, this position will create a work environment that is equitable, inclusive and centered on the needs of IHSS consumers. The IHSS Director assumes major responsibility for the development of policies, goals, and guidelines to direct daily operations, as well as responsibility for coordinating, executing, and interpreting existing policies and procedures to ensure adherence to Federal and State legal provisions.

This position has externally facing responsibilities with community based partners. Specifically, the IHSS Director will develop and oversee contracts that support the effective delivery of services for the benefit of IHSS consumers as well as their providers.  This role is responsible for identifying unmet needs among IHSS consumers and their providers, while creating effective solutions through partnerships with community based organizations and city departments.  

The IHSS Director will model effective work behavior and create en environment where innovation can happen, building consensus between disparate groups in order to create a comprehensive services system to assist to older people, adults with disabilities and families. The IHSS Director represents the program and the department in public forums at the local and state levels. This position serves as a key member of the DAS leadership team and participates in department-wide as well as community-based initiatives.

In addition to possessing excellent managerial skills, the ideal candidate for this position will be a team-oriented leader with direct experience promoting staff collaboration across levels and disciplines, while promoting racial equity and an inclusive work environment. The ideal candidate will be an innovator with experience using data to improve performance and daily operations. Furthermore, the ideal candidate will be a highly motivated individual enthusiastic about building an effective team and collaborating with stakeholders.


ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

1.       Provide vision and leadership to a program of approximately 200 staff to ensure that the mission and vision of the IHSS program and DAS are met.

2.       Manage and supervise program staff and operations to ensure that efficient and effective services are provided to consumers.

3.       Develop and maintain an inclusive work environment that empowers and supports staff at all levels, and that promotes racial equity through implementation of HSA’s Racial Equity Action Plan.

4.      Oversee operations to ensure compliance with local, state, and federal policies/regulations.

5.      Prepare and manage the program's budget.

6.      Oversee multiple contracts and ensure the effective delivery of contracted services.

7.       Provide direct supervision, coaching, and training to a team of management level staff and analysts.

8.       Direct and coordinate program activities with other DAS programs, other city departments, as well as community agencies to improve service delivery throughout the City.

9.       Represent the program and DAS at state-level meetings, local commission and board hearings, community meetings, as well as meetings with other city departments.

Qualifications

1.       Education: Possession of a Baccalaureate Degree from an accredited college or university;

AND

2.       Experience: Six (6) years of verifiable, professional experience coordinating, managing and/or developing community based long term care programs/services for older people  and adults with disabilities, caregivers, families, or closely related human services programs. This experience must include at least three (3) years of supervising professionals working in the field of social services, non-profit social services, or health.

SUBSTITUTION:

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units. 

Experience Substitution: Possession of a Master’s degree in Social Work, Public Administration, Business Administration, Social Science, or a related field may substitute for one (1) year of the required professional experience.

  • Experience developing and managing budgets or finance relating to human services, health services, or social services.
  • Possession of a Master’s degree in Social Work, Public Administration, Business Administration, Social Science, or a closely related field.

Selection Procedures:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will have their Supplemental Questionnaire Examination scored; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of management and administration of DAAS/IHSS programs in large public or non-profit agencies; knowledge of and ability to project management; ability to establish and maintain effective working relationships; knowledge of programs development and service delivery; ability to identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; written communication ability; knowledge of laws and regulations pertaining to target population.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
