Job Description

You will oversee the growing fleet of software-as-a-service (SaaS) applications that the City has and is continuing to procure. As a solutions oriented professional, you will participate in developing a forward-looking platform strategy that incorporates SaaS and internally-built applications, data integration, and seamless user experiences. The HR community of professionals will rely on you to provide top-notch support through an established network of subject-matter-experts, workgroups, committees, and support tickets.

On a typical day, you may:

  • Receive, triage, and respond to end-user requests for support, working collaboratively with other professionals within the DigitalHR team, as well as various DHR divisions.

  • Develop change requests, based on end-user interaction. Coordinating with the Digital HR Engineering team for review, backlogging, and prioritization.

  • Consult on and contribute to, as a system subject matter expert, the development of training materials for end-users as well as on-boarding materials for new members of the DigitalHR Technology team.

  • Take ownership of integration touchpoints between Digital HR SaaS applications and other City services such as Identity and Access Management (IAM) and PeopleSoft’s HRIS.

  • Balance relationships with external integration stakeholders including the Department of Technology (DT) DT-Productivity (O365), DT-Cybersecurity teams, and the Controller’s Office Systems Division.

  • Log system exceptions; notifying and educating end-users, when applicable.

  • Configure, and make changes to the configuration of, SaaS applications, as necessary and approved by functional and technical process owners.

  • Generate complex reports for direct use by customers as well as for ingestion by other applications for integration and data mining purposes.

Qualifications

What you know

You should have a good working knowledge of:

  • SaaS (Software-as-a-Service) concepts, including multiple-tenancy models, data residency, and shared responsibility

  • Application Programing Interfaces (APIs), in particular using SOAP and REST standards, and JSON and XML (including XML-like, *XML (e.g. cXML)) notation languages

  • Extract, Transform, Load (ETL) methodologies for establishing batch process integrations between systems, including flat files, CSV, and fixed-length text files.

  • Single-Sign-On (SSO) concepts, including an understanding of the key benefits of centralized Identity and Access Management (IAM)

  • Agile project management practices, either as a project leader or a contributor. Understanding of Sprints, Epics, Roadmaps, and other concepts that are associated with operating within an agile framework.

To qualify

You have a combination of education and experience equivalent to graduation from an accredited college or university with an associate’s degree in computer science, information technology, business, mathematics, or a related field -plus- at least three years of experience in providing technical support, training, product or project management, or customer service in a technology-based environment.

Preferred qualifications

  • One or more years of experience as an end-user or administrator of a cloud-based applicant tracking system, human resources information system, or enterprise resource planning system, especially SmartRecruiters and/or PeopleSoft.

  • Experience implementing SaaS products in enterprise organizations

  • Experience working in a hybrid-cloud environment that includes on-premises systems, SaaS applications, and internal tools.

Additional Information

Compensation

Entry compensation for this role is between: $117,598 and $147,966 dependent on education and experience with step increases every six months, up to the highest compensation band.

Not your usual government team

The Digital HR team is a small technology team nested within the the City's Department of Human Resources. Our culture resembles the collaborative nature of a startup DevOps team, supporting the full lifecycle of each of the technology products that we acquire and build.

Hybrid work culture

We work in a hybrid environment, and you may be expected to work in the office on a regular basis, and up to 2-3 days per week. In-office work days are flexible, and can be tailored to fit your needs as well as the needs of the role.

Exempt employment

This role is exempt from the San Francisco Civil Service Rules, and employment is at the discretion of the appointing officer for a period of not-to-exceed three years. (Category 18)

 

CONDITION OF EMPLOYMENT:  All City and County of San Francisco employees are required to be fully vaccinated against COVID-19 as a condition of employment.
