The San Francisco Rent Board was created "in order to safeguard tenants from excessive rent increases and, at the same time, to assure landlords fair and adequate rents consistent with Federal Anti-Inflation Guidelines.”

Job Description

Under direction from Senior Staff, the Senior Community Analyst will assist with planning and implementing the department’s website strategy; provide ongoing web content management to ensure all materials remain up to date and accessible to the public; review, update, and create all of the Rent Board’s informational materials as needed, including content and design; handle all aspects of translating materials, including working with vendors that provide the translations;  draft management reports related to translations; serve as liaison with public and private agencies, organizations and community groups to exchange information and gather data; perform research, conduct focus groups, compile and analyze information/data regarding the San Francisco Rent Ordinance and state and local housing-related laws; prepare other reports or presentations as assigned; and perform staff and administrative services for the Department as needed.

This position will work closely with Senior Staff, division leads, racial equity leaders, staff and community stakeholders to ensure racial equity is embedded in projects, programs, policymaking, budgeting, resource allocation, recruitment and employment.  They will lead the implementation of the Rent Board’s Racial Equity Action Plan through research-based practices, data-driven metrics and stakeholder engagement, pursuant to SF Ordinance 188-19. They will work on related projects needed to align with the Mayor’s strategic initiatives and directives, while partnering with other departments and community-based organizations to support staff training on diversity, equity and inclusion.  The candidate will be results-oriented, exhibits cultural competence, and is passionate about addressing structural inequities.

Administrative Analysis:

  • Manage the Rent Board website content to ensure all materials are updated and accessible to the public.  This includes editing the content and design on a regular basis, creating and updating forms, and working with the online Portal.

  • Facilitate the translation of all materials and forms available to the public in Spanish, Chinese, Filipino, and other languages as necessary or required by law. 

  • Educate the public and outside groups about the San Francisco Rent Ordinance and state and local housing-related laws through updated online materials and community outreach.

Racial Equity, Diversity & Inclusion:

  • ​​​​​​Manages and leads the development and execution of the department’s Racial Equity Action Plan, and builds internal equity in close collaboration with the department racial equity team, executive leadership, human resources, city departments, community and other business partners, to define priorities, goals, and measures of success.
  • Develops key performance indicators for racial equity, diversity, and inclusion programs and processes, aligned with business and racial equity, diversity, and inclusion organizational objectives, and assesses progress against goals.
  • Drives racial equity, diversity and inclusion goal attainment through program management and defined project plans; manage implementation activities, and develop processes, documentation and communications for program/process roll-out and ongoing support.
  • Performs related duties and responsibilities as assigned.

Work Location:
This position allows for a hybrid work model with some work being done at the San Francisco Rent Board, 25 Van Ness Ave. Suite 320, San Francisco, CA, 94103, and some work to be done through telecommuting.

Nature of Work:
Incumbent must be willing to work a 40-hour week as determined by the department.  Travel within San Francisco may be required. Telecommuting options are available upon appointing officer’s approval.

Qualifications

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

1. Knowledge of the San Francisco Rent Ordinance, as well as state and local housing related laws.

2. Written competency in Spanish, Chinese, or Filipino languages.

3. Excellent computer skills, including experience with Mac computers, Drupal, and form builder tools such as Microsoft Office, Adobe Acrobat, Office 365 Forms, Google Forms, and SurveyMonkey.

4. Graphic design skills including experience in digital formats and with HTML.

5. Experience building a racial equity, diversity and inclusion strategy from the ground up, including design of roadmaps to drive incremental progress towards long-term vision and goals.

6. Experience in a client service or customer-facing leadership role, enabling organizations to build and execute their racial equity, diversity and inclusion plan to achieve measurable results.

7. Ability to manage multiple concurrent projects and drive them to completion.

Selection Procedures

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualifications Supplement Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Administrative Analyst Core Exam (weight: 70%):  Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:

  • Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis
  • Ability to communicate written information (includes ability to proofread)
  • Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas)
  • Ability to comprehend and understand written information
  • Ability to use various computer software programs
  • Ability to conduct research
  • Ability to establish and maintain cooperative and effective working relationships
  • Knowledge of, and the ability to apply, principles, practices and procedures involving office operations

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

You will receive one or more scores with respect to the multiple-choice exam component. One will correspond to the core test component and, should any specialty subtests be added to that component, you may receive one or more additional “specialty” scores. Any scores attained on these components will be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take any test components for which you have already attained a score. This core test is also used for 1820 Junior Administrative Analyst, 1822 Administrative Analyst and 1823 Senior Administrative Analyst, and the subtest is also used for 1824 Principal Administrative Analyst, therefore your test scores may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes any of these components [i.e., core exam or specialty subtest(s)], your score(s) for the corresponding test component(s) will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test component(s). Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the test component (core or specialty subtest) is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent

Supplemental Questionnaire (Weight: 30%): Candidates who attain a passing score on the Supervisory Test Battery will be sent a Supplemental Questionnaire via email that must be completed and submitted as the final part of the Civil Service Exam Process. The Scored Essay Questionnaire is designed to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, such as interpreting and explaining legal language and written communication. In addition, knowledge of correct English usage, including grammar, spelling, and punctuation; and Ability to interpret laws, regulations, and requirements.

A passing score on the Administrative Analyst Core Exam and Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List.

Additional Information

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.

Certification:
The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
