Job Description

The Data and Analytics Manager (IS Business Analyst-Principal) will lead the effort on behalf of the Planning Department to improve data access and analytical capacity for Department staff, the public, decision-makers, and other agencies, including modernization and integration of various key data products, tools and workflows into a seamless and efficient Land Use Information System. This position is essential to support the City’s goals for sustainability, equity, resiliency, and prosperity.

The ideal candidate will have: an understanding of contemporary tools available for geospatial, urban systems, and government analytics; strong analytical skills; project and time management experience within a complex governance system; and the ability to incorporate problem solving, critical thinking and tactical execution into their daily work.

Essential duties include, but are not limited to:

  • Directing the development and execution of data analytics, reporting and research activities to provide planners, senior leadership, decision-makers and the public with information and tools for policy analysis, strategic decision making, trends and forecasting, and data and informatics needs.
  • Supervising and directing a team of multi-disciplinary team of data analysts, planners, GIS specialists, and programmers, including developing work programs and budgets, prioritizing assignments, fostering collaboration and innovation, providing professional development, evaluating staff performance, and providing strategic direction for the team for ongoing modernization and improvement of tools and techniques in GIS work with the objective of creating new information and/or investigation geo-spatial patterns and trends, and maximizing integration of GIS tools with other data analytics and planning practices.
  • Collaborating and building strong partnerships with external stakeholders, City departments, Commissions and Board of Supervisors, and other governmental agencies on developing and carrying out data reporting and analytics strategies.
  • Developing and implementing data collection and reporting systems and other strategies that optimize efficiency and data quality which integrate with other activities.
  • Modernizing data use in planning that aligns with the long-range policy goals of the City.
  • Managing the design and production of data products and data systems that provide information, and data analysis and reporting tools, based on informatics needs for Planning Department programs and divisions
  • Acting as the subject matter expert for data analytics and data reporting initiatives.
  • Performing other data analytics related duties and activities as required: project management, presentation creation and strategic planning.

Qualifications

Education:

  • An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field].

Experience:

  • Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management

    AND
     
  • Two (2) years experience in Geological Information System (GIS) using ESRI products to perform analysis, design, development, implementation, and production support for GIS applications.

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Selection Procedures

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

1. Minimum Qualification Supplemental Questionnaire (MQSQ) - Candidates will be required to complete MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

2. Supplemental Questionnaire Exam (weighted 100%) - Candidates will be required to complete the Supplemental Questionnaire Exam (SQ) as a part of the selection process. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the position. 

The SQ Exam will be emailed to the email address listed on the candidate's online job application approximately 3 – 4 weeks after the close of the exam announcement.  Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated.  Responses cannot be changed once submitted.  Candidates will be evaluated based on their SQ responses.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Seven (7). Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
