Behavioral Health Plan offers an array of services.

This position is located at Mission Mental Health Services, which provides short-term psychotherapy, medication if appropriate, information, and referral to individuals in need of counseling services. Services are offered in English, Spanish, and Portuguese.

Job Description

Under general direction, the Rehabilitation Counselor guides individuals with psychiatric disabilities toward a goal of vocational rehabilitation and wellness & recovery. The essential functions include:

  • Providing assessments of and opportunities and encouragement for more independent functioning on a variety of levels
  • Assisting clients/patients in defining and implementing vocational rehabilitation objectives
  • Obtaining work and personal history of referred clients/patients
  • Case managing clients toward recovery
  • Providing case management services in the field
  • Coordinating services, such as groups and activities with other agencies
  • Participating and collaborating with other team members
  • Assisting clients/patients in understanding their own strengths and limitations
  • Developing and implementing a rehabilitation plan
  • Developing job search and employment retention skills
  • Providing counseling and education
  • Preparing statistical, narrative and written case reports, records, notes in charts, and developing and maintaining current community resources
  • Performs related duties as required

Qualifications

Required

  • Requires completion of a four year college or university, with a baccalaureate degree, with major course work in rehabilitation counseling, preferably- supplemented by additional specialized graduate study in rehabilitation counseling as sponsored by the office of vocational rehabilitation of the federal department of health, and welfare.
  • Requires at least two years of successful experience as a rehabilitation counselor in an established and well organized institutional program.
  • Possession of a masters degree in rehabilitation counseling may be substituted for one year of experience, or an equivalent combination of training and experience.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)
Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Behavioral Consistency Evaluation Questionnaire (Weight: 100%)
The information provided by candidates in the job application will be evaluated in terms of duration and relevance to the 2566 Rehabilitation Counselor related experience for placement on the eligible list. The names of all candidates who meet the Minimum Qualifications will appear on the eligible list in rank order according to their final score.

Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.

Certification
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
