Systems Division Overview: The Office of the Controller’s vision is to be a model for good government and to make the City a better place. The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, including PeopleSoft Interaction Hub (IHUB), PeopleSoft Financials & Supply Chain Management (FSCM), PeopleSoft Human Capital Management (HCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence Enterprise Edition (OBIEE).  These applications are branded locally as our SF Employee Portal, SF Financials, SF Procurement, SF People & Pay, SF Learning, and SF Reports & Analytics systems. Together, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. Systems Integration Lead Role Description
The PeopleSoft Technical Business Analyst will perform and participate in a range of business systems analysis and production support tasks. The analyst will provide advanced level of operational and batch support to the PeopleSoft ELM, PeopleSoft HCM, and PeopleSoft FSCM applications. Batch processing tools includes PeopleSoft Process Scheduler, BMC Control-M scheduling systems, and GlobalScape secured transmission (sFTP) system.

Essential duties include, but are not limited to analyzing the feasibility of and develop requirements for new systems and enhancements to existing batch job scheduling systems; prepare cost estimates and schedules for modifications; set scope, boundaries and objectives for system functions and interfaces based on departmental needs.

  • Evaluate software and hardware products on multiple platforms; make recommendations for compatibility, based on user requirements and systems analysis.
  • Optimize system designs through review and analysis of user needs; customize systems through design and administration.
  • Identify opportunities for improvements in business processes through automation; make recommendations for new procedures and applications.
  • Design, develop and implement new batch systems solutions to support departmental activities.
  • Provide training on batch scheduling tools to other members of the team.
  • Provide advice on the functionality of new batch scheduling solutions to ensure user needs are met.
  • Provide analysis and technical support for highly complex systems; troubleshoot systems problems; implement solutions.
  • Support and maintain highly technical systems or networks; analyze and evaluate systems for cost effective and efficient performance; recommend modifications.
  • Coordinate the efforts of analysts, engineers and operators in the implementation of projects spanning multiple systems and sites, and multiple platforms.
  • Manage and monitor the progress of contractors and vendors; resolve problems.
  • Coordinate multi-vendor support for the technical and administrative resolution of integrated systems troubleshooting problems.
  • Recommend contractor selection, may review contractor and vendor billings; monitor and evaluate quality of contractor/consultant products and services; coordinate interactions and activities of vendors.
  • Analyze regulatory rules and regulatory issues for their impact on current operations.
  • Identify opportunities for improving business processes through automation; prepare proposals to develop new systems or enhancements to existing systems, conduct feasibility studies.
  • Monitor project related work schedules and completion dates.
  • Coordinate and/or attend project team meetings and user meetings.
  • Install, patch, and enhance software.
  • Interface with inter-connecting city departments and external vendors to determine system needs and requirements.
  • Keep and maintain up-to-date functional and technical documentation.
  • Provide off-hour support as assigned.
  • Perform other duties as assigned

Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:

Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications:
The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience with one or more of the following Oracle PeopleSoft systems and modules:  PeopleSoft Human Capital Management (Human Resources, Benefits Administration, Time & Labor, Absence Management, Payroll for North America); PeopleSoft Enterprise Learning Management; PeopleSoft Financials & Supply Chain Management (Accounts Payable, Accounts Receivable, Asset Management, Billing, Cash Management, Customer Contracts, E-Settlements, Expenses, General Ledger, Grants Management, Maintenance Management, Project Costing, Requisitions, Catalog, Supplier Portal, Inventory, Purchasing, Strategic Sourcing, Supplier Contracts)
  • Working knowledge of job scheduling system, such as BMC’s Control-M
  • Working knowledge of transmission tools and systems, such as FileZilla, WinSCP, GlobalScape, MOVEit
  • Experience in Linux and/or Windows scripting
  • Link business processes with the setup, rules, workflow, and batch processing to the ELM, HCM, and FSCM applications
  • Familiarity with Tier-1 ERP systems
  • Developing reports and metrics to assist in documenting production support activities and enhancing production efficiency and effectiveness
  • Demonstrated experience preparing and maintaining user training materials; conducting online user trainings and oral presentations
