Job Description

As the Clean Transportation Program Manager, you will be responsible for leading the implementation of the 2019 Citywide Electric Vehicle Roadmap, 2021 Climate Action Plan, and State goals and objectives. Therefore, you will lead long-range planning, researching and development of policies and programs, and applying for external funding. You will have day-to-day decision-making responsibilities for existing programs and projects, as well as the ability to negotiate within project scopes. You will supervise a team of direct reports and be responsible for staff supervision and development.

Serving in a Program Manager position, you will work under the supervision of the Deputy Director. You will supervise a team which may consist of Senior Environmental Specialists, Environmental Coordinators, Environmental Assistants, Environmental Associates, and fellows or interns.

What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.

  • Devise and implement a long-term plan to implement the 2019 Citywide Electric Vehicle Roadmap, the 2021 Climate Action Plan, and State goals and objectives related to vehicle electrification. Collaborate with internal staff and external partners to design the framework, develop tactics and schedule, and delegate tasks.
  • Manage existing clean transportation grants from the state and federal government, including managing staff, contracts and budgets, conduct regular reporting to funders, planning future clean transportation programs, and identifying funding opportunities for those programs.
  • Research, analyze, and report on wide range of clean transportation topics and policy issues, provide policy and strategic recommendations with a focus on equity, workforce transition and development, and participate in development of draft language for policy statements and local legislation. 
  • Perform various duties applying technical knowledge of clean transportation that may include: data collection, root-cause analysis, develop strategies for solving technical and institutional problems, develop specifications for electric vehicle charging equipment, and evaluate the effectiveness of installed equipment. 
  • Concurrently manage multiple clean transportation projects and policy developments. Deploy abilities to prioritize assignments, manage time with limited oversight, organize complex data and information, analyze for root causes of barriers and issues, and collaborate with diverse range of stakeholders to achieve mutually-beneficial outcomes.
  • Obtain participation and manage communications among stakeholders including building other City departments and agencies, other local governments, state and federal agencies, advocates, community-based organizations.

Appointment Type - This position is a Permanent Exempt Appointment with an anticipated duration until end of Fiscal Year 22-23 (June 30, 2023). Continuation beyond June 30 is contingent on continued funding. The position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

Qualifications

Minimum Qualifications

(1)  Possession of a baccalaureate degree from an accredited college or university, and seven (7) years of professional experience managing and implementing environmental programs. Four (4) years of this experience must be in the area of clean transportation programming and/or transportation planning.; OR

(2)  Possession of a baccalaureate degree in public administration, business administration, environmental science or other field related to transportation (including but not limited to environmental studies, planning, computer science, or engineering), from an accredited college, and five (5) years of professional experience managing and implementing environmental programs. Four (4) years of this experience must be in the area of clean transportation programming and/or transportation planning.; OR

(3)  Possession of a juris doctor or a master's degree in public administration, business administration, environmental science or other field related to transportation (including but not limited to environmental studies, planning, computer science, or engineering), from an accredited college of university, and three (3) years of professional experience managing and implementing environmental programs in the area of clean transportation programming and/or transportation planning.; OR

(4)  Possession of a Ph.D. degree in public administration, business administration, environmental sciences or other field related to transportation (including but not limited to environmental studies, planning, computer science, or engineering), from an accredited college or university, and two (2) years of professional experience managing and implementing environmental programs in the area of clean transportation programming and/or transportation planning..
