Homeownership and Below Market Rate Programs (HBMR)

MOHCD administers a variety of rental and homeownership programs to help low to moderate-income households purchase their first home or rent an apartment in San Francisco. Since the 1980’s, MOHCD has grown its portfolio of over 3000 below market rate (BMR) single family homes across San Francisco.

Job Description

 The HBMR Program Monitoring and Compliance Analyst - Senior Community Development Specialist, is a project manager that leads the daily administration of HBMR functions.  This position is responsible for a range of compliance and monitoring responsibilities relating to MOHCD-sponsored and administered homeownership programs, including BMR homeownership programs, down payment assistance loan programs, and other loan programs that support homeowners. This position independently performs difficult and complex assignments with minimal supervision. The essential functions include:

  • Lead the annual monitoring effort of the ownership portfolio;
  • Provide technial assistance and guidance to homeowners;
  • Research and interpret legal documents that regulate government assisted homeownership programs;
  • Evaluate homeowner compliance with program rules based on documents received, conduct additional research to determine compliance status;
  • Draft memos and make recommendations regarding homeowner compliance status;
  • Maintain tracking of compliance cases for reporting purposes;
  • Maintain organized electronic files according to MOHCD protocol;
  • Assist with in-person and webinar training;
  • Manage data in Excel spreadsheets and MOHCD’s Salesforce platform;
  • Outreach to homeowners with program information and updates, inlcuding drafting quarterly newsletters and other notifications
  • Property research;
  • Review and underwrite personal financial and other documents to determine compliance and eligibility with program requirements and guidelines;
  • Work with confidential information.
  • Commitment to contributing to MOHCD’s work to advance racial equity.

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Minimum four years’ experience in compliance, homebuyer education, or mortgage underwriting/processing. At the discretion of the Deputy Director, fewer years may be accepted if commensurate skills are demonstrated.
  • Strong knowledge of first-time homebuyer and homeowner program administration
  • Strong knowledge with standard real estate practices and financing documents including purchase contracts, appraisals, title reports, property insurance, inspection reports, and other financial documents.
  • Strong knowledge of condominium homeownership and home owner associations
  • Experience with government sponsored down payment assistance programs
  • Commitment to providing culturally competent customer service
  • Demonstrated ability to conduct adult education activities.
  • Commitment to the goal of increasing and preserving affordable housing opportunities to low and very low-income persons and households in San Francisco.
  • Capacity to undertake and prioritize various responsibilities and meet deadlines.
  • Ability to efficiently create, implement, and communicate program systems.
  • Work independently and as a team member.
  • Proficiency in Microsoft Office, especially in Excel, and standard office database software.
  • Experience in Salesforce database a plus.

Selection Procedures - Supplemental Questionnaire Evaluation (100%)
