Homeownership and Below Market Rate Programs (HBMR)

MOHCD administers a variety of rental and homeownership programs to help low to moderate-income households purchase their first home or rent an apartment in San Francisco. Since the 1980’s, MOHCD has grown its portfolio of over 3000 below market rate (BMR) single family homes across San Francisco.

Job Description

Under general supervision, the Senior Community Development Specialist II – Homeownership Compliance Manager, oversees the compliance of the Mayor’s Office of Housing and Community Development’s (MOHCD) ownership portfolio, including MOHCD-sponsored and administered homeownership programs, such as the Below Market Rate Housing Programs (Inclusionary Affordable Housing Program, Limited Equity Program, Condominium Conversion Program), down-payment assistance loan programs that support low to moderate income homeowners.  The Compliance Manager performs difficult and highly complex program planning and implementation work in the area of housing finance, local housing ordinances, affordable housing policies and procedures, and complex real estate transactions.  The essential functions include:

  • Homeownership program policy creation and program compliance; program administration policy and procedures; with an emphasis on data-driven analysis and racially-and socially-equitable decision making;
  • Oversee and manage homeowner system to track and monitor homeowner compliance with program rules and foreclosure intervention;
  • Interpret City code, contracts, and other legal documents and collaborate with the City Attorney’s Office and Planning Department on affordable housing compliance enforcement;
  • Provide technical assistance to individual homeowners, homeowner associations and developers on Inclusionary Housing and other City sponsored program requirements;
  • Represent MOHCD before interagency committees, City boards and commissions, and other organizations and departments;
  • Supervise and provide guidance to homeownership loan servicing, monitoring and support staff;
  • Collaborate with other MOHCD staff on a variety of homeownership and lending policy and program enhancements;
  • Participate and provide guidance in the migration of loan, post-purchase transaction and homeowner monitoring data to a Salesforce platform;
  • Coordinate with other government agencies, private corporations, and community organizations; developing and implementing procedures to assure compliance with applicable laws and regulations;
  • Attend program or project-related meetings;
  • Provide advice and technical assistance regarding particularly complex or sophisticated programmatic issues;
  • Work with confidential information.

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications:  The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Eight years’ experience in affordable housing and or homeownership program administration.  At the discretion of the Deputy Director, fewer years may be accepted if commensurate skills are demonstrated. 
  • Strong experience in first time homebuyer programs.
  • Strong expertise with residential real estate transactions and down payment and homebuyer assistance programs including appraisals, purchase contracts, insurance, title and escrow, and financing documents.
  • Ability to develop and maintain complex Excel models and tools to streamline and automate tasks;
  • Expertise with the requirements of San Francisco and state and federal housing programs
  •  Legal experience
  • Strong familiarity with one or more technical assistance areas, such as former California Redevelopment Agency programs, Condominium Conversion programs, Inclusionary Housing, SF Planning code
  • Experience in a leadership role working with governmental regulators, community-based organizations, and financial institutions.
  • Commitment to the goal of increasing and preserving the stock of housing affordable to low and very low-income persons and households in San Francisco.
  • Ability to effectively and sensitively communicate, both orally and in writing, and to work with a broad variety of people and agencies including developers, contractors, property owners, community organizations and tenants in carrying out City housing programs.
  • Experience supervising staff.
  • Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard office environment.
  • Experience working in Salesforce
  • Familiarity with housing program oversight and monitoring, including federal, state and City requirements applicable to MOHCD programs.
  • Ability to drive an automobile (and possession of a valid California driver’s license) and to conduct on-site walking inspections, which often requires climbing stairs.
  • Ability to work with minimum supervision in a team environment, to meet deadlines and to manage highly detailed work with accuracy. 
  • Proficiency in language(s) in addition to English.
