Job Description

The Legislative and Government Affairs Manager (SF Job Classification 1824) reports directly to the Chief Operating Officer (COO) of OEWD.  Under general direction, the role manages the legislative process and related government affairs on behalf of OEWD.  This manager would work with executive leadership and senior management to coordinate legislative items impacting the department. Persons in this role may represent the department before various agencies, including the Board of Supervisors (BOS), community groups, nonprofit agencies, external stakeholders, and the media as needed.  The manager may supervise administrative staff or interns of the department.

The following include some of the responsibilities of this position:

  1. Monitor and track local, state, and federal policies impacting OEWD; and ensure that appropriate staff within OEWD are aware, engaged, and supported as necessary;
  2. Work closely with the Chief Operating Officer and OEWD leadership team to develop and execute effective strategies for its legislative agenda;
  3. Coordinate legislative affairs, including hearing presentations and BOS communication, on behalf of the Executive Director and COO for the department;
  4. Independently organize, coordinate and create clear internal processes for the legislative affairs for the department and related communications with the Mayor’s Office and BOS;
  5. Create or participate in the preparation and composition of publications and other documents such as press releases, legislative summaries, annual reports, presentations, etc.;
  6. Represent OEWD, including the Executive Director, to the Board of Supervisors, government bodies, various community groups, nonprofit agencies, and external stakeholders as needed;
  7. Supervise and coordinate OEWD’s response to sunshine or public records requests;
  8. Performs related duties and responsibilities as assigned.

Qualifications

Applications will be screened for relevant qualifying experience and education.  Additional screening mechanisms may be implemented in order to determine candidates’ qualifications. Only those applicants who most closely meet the needs of the Department will be invited to continue on in the selection process.  Applicants meeting the minimum qualifications are not guaranteed advancement in the process.

Desirable Qualifications:

Knowledge of: Principles, techniques, and practices of effective legislation and government affairs management; diplomatic relations; public policy process, local/regional government and environmental issues; legislative process and procedures at local, state, and federal levels; public sector business and administrative practices; departmental policies, procedures and operation.

Ability to: Work effectively with the public, governmental agencies, private companies, media, diplomats, and community organizations in a tactful, diplomatic manner; manage projects to achieve established goals; analyze and implement sensitive and difficult legislative and public relations programs.

Skill in: Technical writing and public speaking in public forums; organizing and performing analytical research; preparing clear, concise reports and presentations for specific needs and audiences; presenting information effectively and representing the department; interpersonal communication and negotiation skills for dealing effectively with a wide range of people and concerns as well as resolving public complaints.

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION:

Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.
